- The Naval Air Systems Command intends to award a Sole-Source delivery order under Basic Ordering Agreement N00019-17-G-0008, to Rolls Royce, plc, Bristol, England, for a F402 Fleet Operation and Sustainment Manager (OSM) to support the Pegasus (AV-8) engine and subcomponents pursuant to the authority provided in FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Contractor shall provide operability, sustainment, and engineering and production support at Marine Corps Air Station, Cherry Point, to support Program Management, Logistics, and Fleet Engineering readiness objectives. The F402 Pegasus Propulsion System is used in the USMC AV-8B Aircraft as well as Spanish and Italian AV-8B variants. This effort will consist of a base period of performance from 1 April 2017 through 31 March 2018 and a priced option for support from 1 April 2018 through 31 March 2019. Rolls Royce is the original designer, developer and manufacturer of the F402 (AV-8B) series engine. Rolls Royce is the only source with the technical data, facilities and capabilities required to provide the associated system and sustainment support for the F402 (AV-8B) series engine requirements. Under the proposed delivery order, Rolls Royce shall provide engineering and support services to maintain the system's effectiveness and optimize the affordable readiness of the AV-8B F-402 propulsion system. Specifically the primary objective is to increase operational readiness of the F402 Pegasus engine by interfacing between Roll-Royce In-Service and Design Engineering to maximize use of RAF Mk107 assets, develop parts repair / rework schemes, modifications, overhaul and / or operating practices. These solutions require in-depth working knowledge of the RAF Mk107 and F402 parts drawings and designs. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
