Description
Pre-Solicitation Attendee List. N61331-17-SN-Q02: N61331-17-R-0001 RIOT Pre-Solicitation Q&A and Attendee List A Pre-Solicitation conference was held on 15 November 2016 from 0800-0930 regarding the Rapid Innovative Operational Testing (RIOT) requirements, which was synopsized under pre-solicitation number N61331-17-R-0001. At the end of the Pre-Solicitation Conference, attendees were afforded the opportunity to ask contractual and technical questions regarding the requirements. The questions asked and answers are provided below. Additionally, the voluntary attendee list is uploaded as an attachment. The Government anticipates releasing a DRAFT RFP and updated DRAFT SOW in early to mid-December 2016 on FedBizOps. Interested vendors are encouraged to review the DRAFT RFP and DRAFT SOW and provide feedback and additional questions. Pre-Solicitation Q&As: Q1: What is the anticipated ODC per year to be bid per year? A1: The ODC is under consideration and has yet TBD. Q2: When will sample delivery orders/technical scenarios be provided? With Draft RFP- Prior to the Final RFP? A2: The technical scenarios will be provided with the final RFP. Q3: Have you completed the SS (sources sought) Evaluation? Has a final determination be made for full & open unrestricted competition? A3: The Sources Sought evaluation of the received responses was completed and aided in the set aside recommendation to the local Small Business Advocate (SBA). To date (17 November 2016), the final determination for full and open unrestricted competition has not been finalized; however, NSWC PCD contracts anticipates approval of full and open competition. Q4: Will the PWS/SOW be classified? A4: The base contract SOW will NOT be classified nor contain classified information. Individual delivery order SOWs may be classified and/or contain classified information. Q5: Will all employees require a TS/SCI clearance to work the requirements? A5: No, not all the employees will require a TS/SCI clearance. The SOW documents the personnel, facility, and storage security requirements. Q6: Will Service Contract Act (SCA) & wage determination be applicable. A6: The SCA & wage determination may be applicable on a delivery order and CLIN level basis. Q7: Will the delivery orders require shift workers? A7: Generally, No. This is not a production contract. Q8: Will Premium Overtime be addressed in the PWS/SOW? A8: Clauses within the RFP will be included that issue direction in regard to premium OT. It will be further documented in the individual DO, if applicable. Q9: If Premium OT is required, will the proposed hours required be incorporated into the award? A9: If applicable, premium OT will be incorporated at the delivery order level. Q10: Will this proposal be submitted electronically? If so, by what means? A10: Yes, via e-mail. Please refer to the final RFP for file size limitations and other requirements. Q11: What is the estimated level of effort (LOE)? As in hours/yr. A11: The estimated LOE will be set for each individual delivery order, if applicable. Q12: Why wasn't this opportunity included in the NSWC PCD industry on 2 November 2016? A12: This requirement has been publicized on FedBizOps via Sources Sought Synopsis and a RFP synopsis. Due to the amount of information presented via FedBizOps there was no new or additional information to presented at the industry day. Additionally, due to time limitations of the presenters at the industry day, it was decided not to present. Q13: When will the final full & open/Small business set-a-side be determined? A13: Currently we are pending one additional signature for approval of full and open competition. The timeframe is currently unknown for approval or rejection. A final determination will be made prior to release of the RFP. Q14: Where is the bulk of the work under the PWS/SOW tasks? A14: At this point in time the bulk of the work location is unknown. The base contract's SOW lists out a multitude of potential work locations. Each delivery order will specify requirements regarding work locale. Q15: Will the attendee list be posted? A15: Yes. The attendee list is attached to this FedBizOps posting. Q16: Are there any specific Cyber requirements? If so, then are there any key Cyber personnel? A16: There may be Cyber requirements, which will be further defined at the delivery order SOW level. There are currently no key personnel requirements regarding Cyber related positions. The RFP will provide the list of Key Personnel. Q17: No incumbent is specified, so is the Government doing all the work? A17: The Government is not currently completely this work. Work is being accomplished across a multitude of contracts, warfare centers, and other DoD and Non-DoD branches. Q18: Is this intended to replace the current and planned DSTAT with similar PWS/SOW? A18: No, this requirement will not replace the current DSTAT requirements. It is its own independent requirements. Q19: Is it expected that primes have teaming agreements with classified vendors? A19: No, teaming agreements with the classified vendors is not required at the time of award. Teaming agreements may be required for delivery orders. The awardee will be required to have good working relationships with the vendors on the classified vendors list. This is imperative for successful contract completion. Q20: Is this effort fully funded? A20: The contract will not be fully funded. Individual delivery orders may or may not be fully funded at the time of award. There are multiple Government entities that will utilize this effort, both DoD and non-DoD. Q21: Are Low Rate Initial Production (LRIPs) applicable per the draft SOW? A21: The Government will be removing the LRIPs from the requirements. The final SOW will be released alongside the RFP. Q22: Are more than one off items anticipated? A22: Yes, multiple deliverables of the same requirements may be required. This will not be LRIPs. Each delivery order will specify the delivery requirements.
