Description
Dear Prospective Contractor: This notice serves a twofold purpose: 1) Industry Day for Pikes Peak National Cemetery, and 2) Sources Sought. Project Description: This project will develop approximately 7,100 gravesites for casket interment, 4,500 columbarium niches, 2,925 in-ground sites for cremated remains for a total of 13,225 interment sites. The project will also include memorial walls to commemorate those whose remains are not available for interment. To optimize the use of available land for gravesites, the project will install pre-placed concrete crypts. First phase will include an early turnover burial area, with temporary administrative and maintenance facilities, temporary committal shelter, minimal roads and utilities. The total Phase 1 development will develop approximately 65 acres to provide for about ten years of burial capacity. In addition to the gravesite development, the construction includes access roads and entrance area, flag/assembly area, committal shelters, an administration building/public information center with electronic gravesite locator and public restrooms, maintenance complex, honor guard building, memorial walkway/donations area, utilities, signage, site furnishings, fencing and irrigation system. The approximate project duration will be approximately 990 calendar days from the Notice to Proceed. Per FAR 36.204 Disclosure of the magnitude of construction projects; the magnitude for this project is more than $10,000,000.00. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. CFM intends to conduct this acquisition in accordance with FAR Part 15, Contracting by Negotiation. Industry Day VA will host an Industry Day Forum to discuss the upcoming Pikes Peak National Cemetery project in Colorado Springs, Colorado. This Industry Day Forum will be used for market research to give The Office of Construction and Facilities Management (CFM) the opportunity to engage contractors to determine overall interest in the project, experience with cemetery construction and small business participation possibilities. An "Industry Day" has been set for December 14, 2016, at 1:00PM local time. The Industry Day will be held at the Retired Enlisted Association (REA) 834 Emory Circle Colorado Springs, CO. Sources Sought Notice This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Firms interested in submitting their capabilities for this project, you must include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety), also provide firms total bonding capacity (single and aggregate), current available bonding capacity, and expected available capacity for 2015 and 2016. Please limit responses to ten (10) pages. The Contractor capability statement shall include, but not be limited to: Corporate Experience: Provide at least three projects in the past five years that demonstrate experience with National Cemetery construction experience; if no national cemetery experiences provide at least three projects similar to parks, golf courses that contains at minimum an administration building, maintenance building, public restrooms, roads, landscape and irrigation. The Capability Statement must include Experience in all the elements of construction below: Earth Work The earth work must have been performed in the past five years with projects involving earth work and grading for cemeteries, parks or site development projects of at least 50 acres. Paving Paving projects of similar size and scope involving DOT road construction. Landscaping Landscaping projects involving planting and lawn installation for cemeteries, parks, golf courses or other similar sites of at least 50 acres. Irrigation The irrigation system installation for cemetery, park or golf course sites of at least 50 acres. Precast Concrete Burial Components The crypt and columbarium experience must be in providing and placing crypts and columbarium niche units at a National Cemetery with three completed projects. All responses to the sources sought must be submitted via email to the Contracting officer, Mary Case at mary.case@va.gov by December 9, 2016, 1:00 pm ET. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
