- The NAVSUP Fleet Logistics Center (FLC) Philadelphia Office, intends to acquire non-personal services support for the Naval Education and Training Security Assistance Field Activity (NETSAFA) located in Pensacola, Florida. The proposed contract action is for commercial services in which the Government intends to solicit and negotiate with only one source under authority FAR 13.106-1(b)(1). Interested parties may identify their capability and respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. American University Washington College of Law is the only known supplier who can provide the need of a hybrid international human rights and humanitarian law course for two students, to be taught in the Spanish Language.
