- This is a SOURCES SOUGHT NOTICE for Market Research ONLY to determine the availability of qualified General Contractors. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME ; therefore, do NOT request a copy of a solicitation. Potential offerors having the skill, capabilities and bonding requirements necessary to perform the described project are invited to provide feedback via email to John Azevedo at tigger@slac.stanford.edu All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. SLAC National Accelerator Laboratory (SLAC) is operated by Stanford University for the Department of Energy, and is located in Menlo Park, CA. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions. The LCLS II project is seeking a qualified General Contractor (GC) who will be installing two (2) Cryoplants, which includes the following tasks: • Off-loading, rigging and positioning of the subsystem equipment • Anchoring of the equipment skids • Pressure piping installation. The maximum design pressure is 350 psi. • Cryogenic transfer line installation. The cryogenic transfer lines are vacuum insulated. • Electrical cabinet and cable installation. The maximum voltage is 4160 V. • Control cabinet and wiring installation. • Installation QC including nondestructive examination of welding, pressure test and helium leak check. • Provide QC and tests reports to SLAC The equipment for the two (2) Cryoplants will be provided by SLAC as Government Furnished Equipment. The anticipated performance period is from July/August 2017 through September 2019. In accordance with FAR 36.204(g), the estimated value of the resulting contract is expected to be more than $15M. The resulting contract type is expected to be a Firm-Fixed Price. It is anticipated that an installation specification with all design drawings and requirements, will be provided for bid in April/May 2017. All work shall be done in accordance with all contractual documentation, including the installation specification and drawings. The GC shall complete the work in a safe manner and in compliance with all applicable local, state, and federal health, safety and environmental regulations, and also the site rules at SLAC. All the equipment will be installed in warm condition (with no cryogenic temperature). The cryogenics building is approximately 21,000 square feet with additional outdoor space for installation of the main cold box, tanks and auxiliary systems equipment. This is a design-bid-build project and the University will be using a best value tradeoff source selection method in accordance with SLAC Policies, Procedures, and General Terms and Conditions for Fixed Price Construction Subcontracts.
