- The Federal Bureau of Investigation (FBI) currently has a requirement for Tactical Mesh/mobile ad hoc network (MANET) solutions. The FBI is seeking parts, supplies and ad hoc services to improve bandwidth utilization, provide higher quality surveillance data transmissions, and mitigate potential security threats. The Tactical Mesh/MANET initiative is an alternative to the commercial cellular networks and will provide a high-bandwidth network over a specific coverage area or mobile environment. The Request for Proposal (RFP) shall be solicited using full and open competition procedures. Tactical Mesh/MANET will be a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract consisting of Firm Fixed-Price (FFP) line items for parts and supplies and Labor Hour (LH) line items for ad hoc services. The government has not set an expected number of awards but intends to make a sufficient number of awards to maintain adequate competition for task orders/delivery orders expected to be issued under the Master IDIQ contract awards. The projected period of performance will be one (1) twelve (12) month base-year base period of performance and four (4) twelve (12) month option periods. The NAICS code associated with this requirement is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. To qualify as a small business concern under the NAICS code, a company cannot have more than 1250 employees. This action will be solicited utilizing Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 15 - Contracting by Negotiation. All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on this website (www.fbo.gov) no earlier than fifteen (15) days after the posting of this pre-solicitation synopsis. All interested parties must be registered in the System Award Management (www.sam.gov). It is the responsibility of the interested parties to independently review the referenced web link (www.fbo.gov) frequently for updates to any and all documents. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any. STATEMENT OF NEED (Note: A Statement of Work (SOW) will be provided with the RFP)
