- This pre-solicitation notice is issued to provide the following information: During the pre-solicitation phase of Request for Proposal (RFP) VA247-17-R-0026 it was determined that An Invitation for Bid (IFB) using FAR Part 14 Sealed Bid Procedures would be a better fit for this project. Therefore RFP VA247-17-R-0026 will not be issued to solicit this project. Instead this IFB will be issued for this project instead. Vendors that are interested in Request for Proposal (RFP) VA247-17-R-0026 should respond to this IFB. See Next Page for project details. The William Jennings Bryan Dorn Department of Veterans Affairs Medical Center, Network Contract Office (NCO) 7 located at 6439 Garners Ferry Columbia, South Carolina intends to release an Invitation for Bid (IFB) for project # 544-14-101 entitled Upgrade Information Management Closets for Security on or about November 22, 2016. Unless additional notice is given or this notice is modified, the full solicitation, specifications and drawing will be posted on Federal Business Opportunities (www.fbo.gov). 236220 Commercial and Institutional Building construction. General building and heavy construction contractors have a size standard of $33.5 million in average annual receipts. The project magnitude is between $1,000.000 and $2,000,000. Period of performance is 365 calendar days. The solicitation is 100% set-aside for verified Service Disabled Veteran Owned Small Businesses (SDVOSB) under Public Law 109-461, 38 U.S.C 8127 & 8128. In accordance with VAAR 804.1102 only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSBs in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive or technically unacceptable as listing in VIP is not self-correctable as a minor informality as, for example, a listing in CCR or ORCA. All other purported SDVOSBs must apply for and receive verified status in accordance with 38 CFR Part 74 and be listed in VIP prior to submitting a bid or offer on an acquisition conducted in accordance with VAAR Part 819. The VIP database will be checked both upon receipt of an offer and prior to award. A bidder s mailing list will not be maintained, interested bidders should register in the interested vendors section of this notice. Offeror must be able to provide Safety or Environmental Violations and Experience Modification Rate prior to award of a Construction Contract, must have at a minimum certification of not more than three (3) serious, or one (1) repeat or one (1) willful OSHA or EPA violation(s) in the past three years, and a current Experience Modification Rate (EMR) equal to or less than 1.0. Details on obtaining and submitting this information will be in the solicitation package. This is a pre-solicitation notice synopsizing an upcoming IFB to satisfy the requirements of FAR 5.201 and 5.203. The Contracting Officer (CO) will not be able to answer any questions pertaining to this notice. Questions will only be answered that are received by Request for Information (RFI) after the solicitation and drawings have been posted to FBO. The CO will not maintain a bidder s mailing list. All interested parties should register via www.fbo.gov interested vendors list. Do not contact the CO for General Contractor Information. It is the responsibility of the bidder to monitor and download amendments from FBO which may be issued to this solicitation. There will be a pre-bid site investigation held for this project and all prospective bidders are encouraged to attend. Details of the pre-bid site investigation will be included in the solicitation package. Do not contact the CO to schedule a site investigation. The scope of work for this project is to provide upgrades to the existing information management closets throughout the hospital. Contractor will be required to provide all provide all tools, labor, materials, equipment, permits, licenses, and supervision necessary to perform the construction project as at detailed in the contact documents, drawings, and specifications. Work will include but is not limited to general demolition, construction, HVAC, fire protection, security system installation and configuration, and electrical. Accepted final project shall be in accordance with final contract documents, applicable plans and specifications.
