Description
This is NOT a solicitation for proposals, proposal abstracts, or quotations. This is a Sources Sought notice to determine what size companies are able to perform this requirement. The purpose of this notice is to obtain information regarding: (1) The availability and capability of qualified small business sources; (2)Whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3)Their size classification relative to the North American Industry Classification System (NAICS) code 541611. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. A.Background NIAID conducts and supports basic and applied research to better understand, treat, and ultimately prevent infectious, immunologic, and allergic diseases. For more than 60 years, NIAID research has led to new therapies, vaccines, diagnostic tests, and other technologies that have improved the health of millions of people in the United States and around the world. NIAID has a unique mandate, which requires the Institute to respond to emerging public health threats. Toward this end, NIAID manages a complex and diverse research portfolio that aims to expand the breadth and depth of knowledge in all areas of infectious, immunologic, and allergic diseases; and develop flexible domestic and international research capabilities to appropriately respond to emerging and re- emerging disease threats at home and abroad. The DCR is an organization within NIAID. The DCR's vision is to facilitate high quality, state-of-the-art NIAID clinical research in the areas of allergic, immunologic, and infectious diseases. The DCR mission is to provide multi-disciplinary trans-NIAID services for facilitating clinical research and managing special projects as directed by NIAID leadership. One of the primary objectives of the NIAID DCR is to provide an effective rapid response of clinical research activities in support of priorities as set forth by the Department of Health and Human Services (HHS), the National Institutes of Health (NIH), and other government agencies for these emerging and re-emerging diseases. These activities are known as Special Projects. B.Objective: The objective of this acquisition is to obtain contractor support for the following DCR purposes: •Financial analysis and management •Strategic and program planning management •Operational and resource planning •Administrative support •Management consulting services •Analyses and reporting on programs and initiatives •Performance assessment functions, including recommendations for continuous improvement. New and expanding Congressional mandates, changing policies and information technologies, expanding research programs, and NIAID's leadership role in the global community has resulted in a critical requirement to obtain the services of a contractor capable of handling strategic and program planning, advisory and assistance service and all the afore mentioned functions. The contractor should also have experience in a clinical research setting. C.Requirements. TASKS Independently, and not as an agent of the Government, the Contractor shall: (1)Provide qualified and experienced personnel to support a full range of activities, including strategic and program planning, new and in-process project planning including program deployment and implementation, ongoing management, operations, administrative support, and any other activities necessary to the conduct of NIAID/DCR business. Functional areas include, but are not limited to, strategic and program planning, advisory and assistance services, financial resource planning and analysis, performance assessment, management consulting, contract administration, and program management. a.Services in support of strategy management and program planning include, i.Development of an understanding of the current vision, mission, ongoing clinical research activities of the Division and the Institute ii.Facilitation of meetings, retreats, or planning sessions that assist the Division, and its offices and branches, in the development and implementation of strategic plans and operational plans utilizing background and experience in the clinical research arena iii.Guidance in strategic planning and evaluation iv.Analysis of goals and objectives, as well as the business processes that support them v.Guidance in the identification of key performance metrics vi.Assessment of performance; analysis of key performance indicators vii.Development of implementation plans, including resource plans, to support execution of strategic plans viii.Assistance in execution and implementation of new programs and initiatives ix.Preparing various management reports that provide analysis of performance against plan. b.Services in support of new and in-process projects, program deployment and implementation include, i.Providing market research and recommendations for new or existing Statement of Work (SOW), with recommendations regarding language to ensure program objectives and requirements are met ii.Assisting with market research of cost estimates iii.Developing management tools to assist DCR with contract management / project management iv.Participating with DCR management in problem identification and resolution strategies v.Preparing various management reports that provide analysis of performance against plan vi.Preparing and/or delivering presentations related to program activities vii.Developing cost estimates of clinical trials based on experience/background in clinical research. c.Services in support of ongoing management and operations include, i.Reviewing and assessing ongoing management and operations practices, processes and systems within the Division and making recommendations to maximize operating efficiency and ultimate achievement of goals and objectives ii.Performance assessment of goals and objectives iii.Provide market analysis on trends in management and leadership iv.Develop training in the areas of strategic planning and operational support in the area of national and international clinical research. d.Services in support of administrative and financial management, i.Liaising with other NIAID/NIH representatives in response and in support of program queries; ii.Analysis and tracking of DCR funding allocation; iii.Analysis and tracking of funding obligated under Division contracts and interagency agreements; iv.Assist in developing funding strategies based on resource requirements; v.Liaising with other NIAID offices, including but not limited to, Office of Strategic Planning and Financial Management, (OSPFM) and Office of Workforce Effectiveness and Resources, (OWER); vi.Liaising with other Institutes, including but not limited to, NIH Office of Research Facilities, (ORF) and National Cancer Institute (NCI) vii.Draft and or deliver presentations as requested; viii.Draft responses to data requests from DCR's Office of Strategic Planning and Assessment, Liaison Working Group. (2)Communicate findings, status, progress, issues, and other information to all appropriate levels of management, personnel, Project and Contracting Officers, and other designated NIAID representatives. (3)Assist in maintaining professional best practices and knowledge of applicable Government, NIH, and NIAID regulations, policies, and standards. (4)Draft and produce reports, briefings, and other deliverables required for performance with the Contract Officer Representative or other designated NIAID official. MEETING AND REPORTS The contractor shall participate in monthly status meetings with the Contracting Officer Representative (COR) and other DCR staff. The meetings will be scheduled within 10 days of the close of each month. The contractor shall participate in ad hoc conference calls that may be scheduled to discuss potential concerns/issues directly related to the performance of activities associated with work covered under this PWS. Contractor shall produce reports as addressed in deliverables. Monthly Status Reports The contractor shall provide monthly status reports. Specific task deliverables are defined in PWS. Deliverables will include financial information, status of strategy management, and status on any other performance projects. The COR will identify any issues that affect successful performance for discussion. Quarterly Reports The contractor shall provide quarterly reports. Specific task deliverables are defined in PWS. Deliverables will include at a minimum, quarterly written reports to include identification of budget status. Annual Reports Specific task deliverables are defined in PWS. Deliverables will include at a minimum, yearly written reports to include identification of budget status at fiscal year- end. Final Reports Deliverables will include a written report to include identification of task activities completed; progress of ongoing activities; and any problems identified. DELIVERABLES The deliverables are the reports above and implementation plans and resource plans developed with the following DCR Branches/Offices: Biostatistics Research Branch (BRB) Collaborative Clinical Research Branch (CCRB) Intramural Clinical Management and Operations Branch (ICMOB) Program Planning and Analysis Branch (PPAB) Office of Planning and Operations Support (OPOS) Office of Clinical Research Policy and d Regulatory Operations (OCRPRO) Office of the Chief Scientist, Integrated Research Facility (OCSIRF) D.Submission of Capability Statement and Delivery Instructions: In 10 pages or less, respondents should submit a capability statement of their organization which demonstrates their ability to supply the above requirements (see paragraph C. Requirements). Responses must reference the sources sought number and include the following: (1)Name and Address of the Company, DUNS number, (2)Size and type of business, pursuant to the applicable NAICS code 541611 (3)Point of contact with name, title, address, phone, fax and email, (4)Estimate of projected duration of this project, (5)Capability to provide the specifics of this requirement, with appropriate documentation supporting claims of organizational and staff capability (6)Examples of prior completed Government contracts, references, the dollar value of that work, and other related information; (7)List of organizations to whom similar types of services have been previously provided and the dollar value of that work.
