Sources Sought Notice: VA701-17-N-0029 VA Direct Messaging Implementation and Integration Introduction: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes This Sources Sought/Request for Information (SS/RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). Although "proposal" and/or "Offeror" may be used in this SS/RFI, any response will be treated as information only. Requirements: The VHA, PCAC is in the process of planning a procurement in which a contractor will be required to provide non-personal services to support to the VA by providing a method to share important clinical and administrative information related to Veterans care at both VA facilities and Community Health Care Providers (CHCPs). The VA Direct Messaging program provides the ability to share Veteran health information with our Federal and private sector partners in a secure, standard, and efficient way. Within VA, the VLER Health major initiative is charged with the selection, development, evaluation, and dissemination of standards that promote healthcare data interoperability within VA and among VA and partner organizations. The Contractor shall provide VA with support services for the Implementation and Integration of the VA Direct Messaging Program. To accomplish this, the VA requires the following support in VA Direct Messaging Implementation and Integration activities: Compiling information to provide a current state assessment and develop plans for further implementation, participation in various meetings, providing educational material to VAMC staff regarding VA Direct Messaging, supporting identified VA Direct Messaging CHCP outreach, provide VA application teams with training materials and expertise whilst assisting in the development of business requirements for VA Direct Messaging integration in other applications. The Government anticipates soliciting this requirement as a Firm-Fixed-Price (FFP), standalone contract for a base period of 4 months with one (1) twelve month option period. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12 point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company s name, address, applicable NAICS Codes, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Sources Sought Notice. Please provide Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, etc.) Any affiliate information (parent company, joint venture partners, potential teaming partners, and VA Mentor Protégé Program membership status), as well as the number of years in business should also be provided. Draft PWS Comments: The Government is seeking input and comments on the attached Draft PWS document. While not restricting comments in any way, the Government is especially interested in receiving comments in the areas listed below: Provide any comments and/or questions your company may have regarding the draft PWS. What else has your company seen that could help better structure the draft PWS? Please identify any recommendations for understanding or clarity of requirements and terms and conditions. VHA is also interested in receiving comments relating to the type of technical information along with the PWS you recommend be included with a potential solicitation. Please provide suggested Labor Categories that would be applicable to the requirements of the draft PWS. It is requested that the above information be provided no later than Friday, December 2, 2016 at 4:00PM EST. No phone calls will be accepted. RESULTS INFORMATION: Sources Sought responses will not be returned; neither will Respondents be notified of the Government's evaluation of the information received. The Government may incorporate into the final version of the PWS any information or comment resulting from this request that is determined to be useful. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this Sources Sought.
