Description
This is a pre-solicitation notice (synopsis) for a construction acquisition in accordance with the format in FAR Subpart 5.2, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-92 (effective 18 Nov 2016). All applicable provisions and clauses will be included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. No solicitation is being issued or requested at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The solicitation is expected to be issued on or after 9 December 2016. The closing date and time for submission of proposals will be contained in the solicitation package the date and time for pre-proposal conference will be also be announced in the solicitation package, which will be made available on Electronic Posting System (EPS) government point of entry (GPE) web site at http://www.fbo.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Contractor MUST be registered in the System for Award Management (SAM) database along with having completed Online Representations and Certifications or his/her proposal will not be considered. Further information on SAM web site is available at https://www.sam.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. The construction acquisition is to construct/repair/restore the Planetarium (bldg.2120) at the United States Air Force Academy, CO. Built in 1959, the USAFA Planetarium was in use continuously for public and private educational functions until its closure in 2004. The purpose of the project is to renovate and upgrade the planetarium into a modernized facility capable of presenting a custom, robust, entertaining and educational experience that serves to highlight the Academy and its place in the Air Force mission by focusing on high technology and realistic mission accomplishment, and to provide a unique theater experience with air/space titles focused at the general public, as well as the capability to provide education-based content for the Academy staff and cadets. The science and technology of producing planetarium shows has advanced and requires a more advanced infrastructure and equipment to engage the audience. As such, much of the existing infrastructure including electrical, sound, acoustics, screening, controls, HVAC, and plumbing will need to be demolished to make way for a 21st century entertainment and training environment. The restoration project will return the exterior of the planetarium to the original design, and upgrade internal facilities to modernize its capabilities as noted above, to include: (1) Stripping the building back to its basic structure, including plumbing fixtures, lighting, sound, and most finishes. (2) Exterior renovations to reflect the original design, while providing contemporary materials in the interior to reflect the new Academy mission for this building. Additionally, many aspects of the original design no longer meet current code requirements and must be updated accordingly. (3) Extensive renovation to the Auditorium, including leveling of the recessed center pit for obsolete projection equipment, saw cutting concrete walls to accommodate new projection equipment, doors, duct work, and other additions. (4) Extensive renovation to the grand granite plaza and stairs. (5) Expansion of, and new finishes for Men's and Women's restroom facilities. (6) Significant structural and mechanical changes (including HVAC, plumbing, electrical, etc.) to accommodate the changes outlined above. The contractor shall provide all labor, materials, transportation, equipment, and supervision necessary to accomplish this project. All work shall be accomplished in accordance with requirements contained in the Drawings and Specifications, and other attachments included with the solicitation. This acquisition is set aside for Woman-Owned Small Businesses (WOSB), all others will be deemed non responsive. The North American Industries Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction and the Small Business Administration (SBA) small business size standard is $36.5M. Magnitude of construction is between $1,000,000 and $5,000,000. The proposed contract would be awarded to one vendor as a firm-fixed price construction contract. Current estimated completion time is 237 days. A Sources Sought announcement was posted for market research purposes for this requirement on 09 June 2016 under solicitation # FA7000-16-R-0017. All future notices will be posted under the current solicitation number (FA7000-17-R-0005). A solicitation is not available at this time; therefore do not request a copy of the solicitation. The United States Air Force at this time is not seeking proposals and will not accept unsolicited proposals.
