- DRAFT SE CORE RE-COMPETE RFP with all attachments available to date attached to it. PLEASE NOTE: Prior solicitation number W900KK-16-R-0060 is replaced with W900KK-17-R-0015. This DRAFT Request for Proposal (RFP) for the Synthetic Environment Core (SE Core) Re-compete with its attachments available to date, reflects Government's intention to issue a Single Award, primarily Cost-Plus-Fixed-Fee (CPFF), Indefinite Delivery/Indefinite Quantity (IDIQ) contract, for services with an ordering period not to exceed 60 months from the date of contract award that represents the procurement of contracted services that provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Synthetic Environment (SE) Terrain & Model Generation Services. This program develops terrain databases, models, and simulation architecture connectivity to meet Warfighter operational training requirements. The terrain and model development efforts provide non-proprietary, open format, and image generator independent SE deliverables. These efforts, linking current and future training devices and simulations, enable the Army to execute combined arms and joint training across complex terrain, as well as mission planning and rehearsals at both home station and deployed locations. Contract Provisions/Clauses for this solicitation are to follow in the next few weeks and will be attached as an update to the DRAFT RFP document. A prior notice dated July 21, 2016 pertaining to the original Sources Sought notice posted on April 5, 2016 provided an initial draft Performance Work Statement (PWS) along with reference documents. An updated PWS is updated as Attachment 1 to the RFP. The reference documents have been expanded and updated to provide newer and more relevant documents, which are available to offerors upon request. Many of these reference documents are DISTRIBUTION D, which requires interested parties to submit and comply with the updated SE Core Distribution Agreement (DA), which is provided as Attachment 45 to the Draft RFP. Please complete according to the instructions on the form and send to SE Core, ATTN: Mr. Daniel Griffin, daniel.e.griffin6.civ@mail.mil, (407) 384-3984. This DA must be approved by the Government before the documents can be provided. If your firm has any comments/questions to this DRAFT RFP, please provide them NLT 2:00 PM EST 09 Dec 2016. The Final solicitation for this procurement is planned to be posted to the Federal Business Opportunities website mid- January 2017.
