- This is a SOURCES SOUGHT NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, has a requirement for Electronic Clinical Decision Support Services for the VISN 16 Veteran Affairs Healthcare Systems. Responses to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice; however this notice will be followed by a Solicitation requesting quotes. When solicitation is issued, we will be seeking a Firm Fixed Price contract for the period of performance February 1, 2017 through January 31, 2018 plus four (4) twelve(12) month option periods. VISN 16 is seeking Contractors, preferable small businesses, capable of providing a clinical decision reference support tool to assist our Healthcare Providers determine the optimal patient care paths. You must be registered under the NAICS 519130 to be considered for the solicitation to follow. Under this contract, the Contractor shall provide, non- personal services to support VISN 16 Healthcare Systems with the Electronic Clinical Decision Support required to assist clinicians with the ideal blend of evidence and expertise to help them determine optimal patient care paths. Background: VISN 16 requires access to an electronic clinical decision support (CDS)/reference tool service. The clinical decision support tool is to provide VISN 16 Healthcare Providers, Medical Professionals and other VISN 16 employees with current clinical knowledge-based information at the point of care in order to increase quality of care, enhance health outcomes, help avoid errors and adverse events, and improve efficiency. Description of work and services: The Clinical Decision Support Reference Tool (CDSRT) shall be accessible by authentication through IP validation, eliminating the need for users to enter identification, username and/or password. The CDSRT must provide access to current consult-level topics and summaries covering internal medicine, its subspecialties, primary care, general surgery and mental health in a format suitable for use by attending level physicians, residents, nurse practitioners and other point-of-care health providers. Unlimited access to the CDS/reference tool for an unrestricted number of simultaneous users from any facility within VISN 16 should be provided. The CDSRT s content shall: Include overviews and recommendations. Reflect current practice issues and support clinical decision making Be original content Be searchable Include Patient Education handouts that can be reviewed with patients in the exam room or printed out as handouts Include graphics and images Include clinical calculators Be updated on a continuous, incremental cycle rather than on a single anniversary date for the entire product Have options for diagnosis and management should be rated All services will be performed and accomplished in accordance with the terms, conditions, specifications, and schedule within the statement of work that will be provided. Services will be from 02/01/2017 - 01/31/2018 plus four (4) option periods under NAICS 519130. This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement. Statement should include name and brief description of system and its capabilities. A solicitation package will be available following this notice in which you sources may then provide quotes. Any response to this notice must show clear and convincing evidence of capabilities. Interested parties must respond to this notice no later than 12PM CST December 9, 2016 to tina.harris3@va.gov. Please annotate SOURCES SOUGHT VA256-17-Q-0096 in the subject line. Responding as an interested party under the www.fbo.gov website doesn t constitute convincing evidence of capabilities.
