174 MATOC Sources Sought Form INDEFINITE DELIVERY-INDEFINITE QUANTITY (IDIQ) MULTIPLE AWARD TASK ORDER CONTRACT (MATOC) SOURCES SOUGHT. This is a Sources Sought Synopsis announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of potential HUBZone, Small Business, and Service Disabled Veteran Sources, Small Disadvantaged Businesses, 8(a), and Women Owned Businesses. Contractor's status will be verified through SAM and SBA. This notice is for planning purposes only. All interested parties should respond. The 174 th New York Air National Guard may issue a solicitation and award of a contract for Construction Indefinite Delivery- Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for maintenance, repair, construction and design-build services at the 174 th Attack Wing, Hancock Field A ir National Guard Base, Syracuse, New York, supporting 174th Attack Wing units located at Fort Drum, NY and the Eastern Air Defense Sector (EADS) in Rome, NY. Typical work includes, but is not be limited to: interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, surveys, studies, design-build, and other related work. Task Orders will range from $2,000.00 to $5,000,000.00. The total of individual task orders placed against this contract shall not exceed $20,000,000.00 to any one contractor. These anticipated contracts will consist of a Base Award Period of two (2) calendar years and three (3) one (1) year option periods. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 4:30PM Eastern on 7 Dec 2016. This notification, which shall not exceed five pages, must include a (1) positive statement of intent to bid as a prime contractor, (2) a completed and signed Source Sought Information Request Form (link to form below), and (3) a listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, contract number, location, and point of contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. Also, (4) a brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition, it may be advertised as unrestricted.
