- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E226, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Molecular Imaging Program (MIP) plans to procure on a sole source basis a maintenance agreement for the SuperArgus PET/CT 2r Scanner from Sedecal Molecular Imaging, C/ Pelaya, 9 - 13, Pol. Ind. Río de Janeiro, 28110 Algete, Madrid, Spain. This acquisition will be processed in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b) (1) and is exempt from the requirements of FAR part 6. The North American Industry Classification System Code is 811219 and the business size standard is $19,000,000. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract with a 12-month base period plus four 12-month option periods. It has been determined there are no opportunities to acquire green products or services for this procurement. The purpose of this acquisition is to acquire a 12 month maintenance agreement for a SuperArgus PET/CT 2r Scanner with options for four additional years to Sedecal Molecular Imaging. Period of Performance will be as follows: Base year: 1/1/2017 through 12/30/2017 Option year one: 1/1/2018 through 12/30/2018 Option year two: 1/1/2019 through 12/30/2019 Option year three: 1/1/2020 through 12/30/2020 Option year four: 1/1/2021 through 12/30/2021 MIP conducts research in designing, developing and testing new novel targeted imaging agents for the detection and characterization of cancer. These imaging agents include tissue-specific MRI, PET, radionuclide, and optical probes. MIP is focused on the clinical translation of targeted imaging agents for cancer imaging. As part of its pre-clinical research, MIP houses a small animal bioPET/CT imaging scanner (Bioscan/Northridge Tri-Modality Imaging) on which radioactive research animals are imaged. MIP is proposing to acquire a service agreement for the bioPET/CT Imaging Scanner. This service agreement is required so that MIP may continue to perform animal imaging for pre-clinical research if the instrument is in need of repair. The requested service agreement for the SuperArgus PET/CT 2r Scanner from Sedecal Molecular Imaging SL, is the only known vendor that can perform repairs to this instrument because they are currently the sole provider of this instrument. The SuperArgus PET/CT 2r Scanner is manufactured and sold directly from Sedecal Molecular Imaging. Some of the software and instrumentation is proprietary and having another source perform service contractor other than Sedecal Molecular Imaging voids the warranty. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 4:00 PM EST, on December 6, 2016. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
