Description
1. The purpose of this Request for Information (RFI) number W52P1J-17-T-3008 is to seek out qualified vendors who can supply 218,000 Pounds of Lecithin in accordance with military specification MIL-L-3061B entitled Lecithin (for Use in Explosives). The end user is the McAlester Army Ammunition Plant (MCAAP), McAlester, OK. This announcement is in support of market research performed by the Army Contracting Command - Rock Island to determine interest and capability to provide the commodity delineated within this RFI. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any supplies, or for the Government to pay for the information received. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information request. Consequently, no solicitation is being issued at this time. Therefore, no award will be made as a result of providing this information. Currently, McAlester Army Ammunition Plant (MCAAP) has a proposed requirement for this material. Vendors interested in this acquisition must meet the criteria for Federal Supply Code (FSC) 6850 Miscellaneous Chemical Specialties, Standard Industrial Code (SIC) 2075 Soybean Oil Mills, and North American Industry Classification System (NAICS) Code 311224 Soybean Processing. It is anticipated that subsequent procurement will be a firm-fixed-price stand-alone contract. Any potential vendor's product offering must be qualified prior to award. 2. The Lecithin will be used in the production of the following 4 lines of explosives: PBXN-110 PBXN-114 AFX-757 AFX-795 Therefore, Lecithin offered by vendors MUST qualify for use under the following list of applicable military specifications: LECITHIN: MIL-L-3061B MIL-L-3061B Amendment 1 PBXN-110: MIL-E-82901 MIL-E-82901 Amendment 1 MIL-E-82901A MIL-E-82901B MIL-E-82901C MIL-E-82901D MIL-DTL-32189 MIL-DTL-32189A MIL-DTL-32189B PBXN-114: MIL-DTL-32259 MIL-DTL-32259(A) MIL-DTL-32259(B) AFX-757: MIL-DTL-32074 MIL-DTL-32074 Notice 1 Cancellation MIL-DTL-32103 replacement spec AFX-795: MIL-DTL-20065116A It is noted that all of the above specifications are available for vendor access at the ASSIST website, except for the MIL-DTL-20065116A spec listed just above. None of the listed specifications are posted at FBO with this RFI. 3. All deliveries will be on an FOB Destination basis. Standard practice for commercial packaging applies. Product is to be supplied in new Five (5) Gallon Pails, 43 Pounds per Pail. Product expiration date must be printed on each Pail label. 36 Pails per Pallet. Do not mix lots on Pallets. Pallets shall be hard wood capable of being stacked and moved with a forklift. Loaded Pallets shall be shrink-wrapped and banded to prevent movement during transportation. 24 Pallets per Truckload. 24 Pallets X 36 Pails per Pallet = 864 Total Pails per Truckload or 37,152 Pounds per Truckload. Required delivery is Two Truckloads within 30 Days after date of contract and One Truckload per month until delivery is complete. The McAlester, OK Receiving Office accepts deliveries Monday through Thursday, 6:30 AM until 3:00 PM Central Time. Please take into consideration security and receiving requirements at the McAlester facility. Any vendor individual expecting to enter the facility is required to be vetted at least 3 days prior to deliveries being made, and must be aware of McAlester's local receiving procedures. If you need further information, contact the POC listed in this RFI. 4. Responders to this RFI must submit the following information: A. Statement of your firm's intention to bid B. Documentation / proof that your firm's Lecithin product has been tested and approved for use under MIL-L-3061(B) C. If your firm has previously provided Lecithin IAW MIL-L-3061(B) to the Government, submit the relevant contract number, date of contract, your firm's federal government agency point-of-contact, and the contract total price D. Your firm's DUNS number, CAGE Code, Taxpayer ID, and company Point of Contact E. Your firm's number of employees (for business size verification) F. What is your firm's business size declaration at SAM.gov? In other words, is your firm a Large Business or a Small Business? G. If your firm is a registered HUBZone manufacturer, submit documentation or proof of same. H. If applicable, what Type of Socioeconomic Business Class is your business? (Examples: Disadvantaged, Veteran Owned, HubZone, Women Owned, 8(a), ANC, NHO, etc.) I. What is your manufacturing plant name and location (for qualification country status verification)? J. Is your firm a lecithin manufacturer? K. What is the standard shelf life of your produced material? All of the above information must be submitted in detail with your submission under this RFI. If a solicitation is issued, it will be published electronically on the FBO website and it will be the responsibility of vendors/interested parties to check the FBO website regularly.
