Description
JOFOC Health Insurance Coverage JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION (OVERSEAS CONTRACTING ACTIVITIES) 1.I recommend that Embassy Cotonou, Benin use other than full and open competition for the acquisition of Medical Coverage Services for the Locally Engaged Staff (LE Staff). The proposed contractor is L'Africaine des Assurances located in Cotonou, Benin, with active SAM registration expiring May 2, 2017. The estimated cost is XOF149 110 591, approximatively $242,851.15. 2.This LE Staff Medical Coverage contract is a short term extension starting after the current fully competed contract expires on December 31, 2016. The term of this contract is for a period of six months from January 1, 2017 through June 30, 2017 with two three-month option periods. 3.The American Embassy in Cotonou requires Medical Coverage for the LE Staff in Cotonou, Benin. The US Embassy Cotonou has determined that the prevailing practice by employers in Cotonou is to provide for their employees health insurance protection. It has been determined that such health insurance protection is representative of local prevailing compensation practice. 4.The Contractor is the sole responsible vendor based on previous acceptable work. Post is taking all necessary steps to have a new fully competed contract signed by the end of this short term contract. Post could not solicit competition for this short term contract due to the solicitation processing time and the transition period a new offeror will take to have the insurance cards available for each covered employee and their dependents. Post received notification of new benefits for health insurance on October 24 and being waiting to the life insurance benefits at the beginning of year 2017. 5.There is only one known responsible source for this current period. The current holder of the LE Staff Medical Coverage Contract that expires December 31, 2016, is the sole vendor that can effectively continue the LE Staff Heath Insurance services without interruption while the new benefit level is obtained. They are proven to be technically qualified to continue this service. 6.This contract will serve only for the period until the award of the new contract. 7.Based on current market conditions and the new rates set by the board of the health insurance providers in Benin (ASA-Benin) since September 10, 2013 especially for health insurance, the anticipated cost for the U.S. Government is fair and reasonable, and will reflect the market price. 8.A description of the market survey conducted and the results or a statement of the reasons a market survey was not conducted. Please see above. 9.Any other facts supporting the use of other than full and open competition. None. 10.A listing of sources, if any that expressed, in writing, an interest in the acquisition. None. 11.A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. Post is currently waiting for new benefit level to post new solicitation on FedBizOpps for full and open competition.
