Description

Redacted Justification and Approval NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER: The U.S. Marshals Service Training Division intends to solicit and negotiate with only one source - M.C. Dean, Inc., 22980 Indian Creek Drive, Ste 100, Dulles, VA (CAGE: 3K773) for improvements to the current functionality offered by the Sensitive Compartmentalized Information Facility (SCIF) located in Springfield, VA. The statutory authority for this acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. In accordance with FAR 6.302-1(b)(1)(i), the items listed within the attached Justification and Approval for Other Than Full and Open Competition (J&A) are available from only one source. See attached for additional details. The North American Industry Classification System Code (NAICS) is 238990 with a size standard of $15,000,000.00 (USD). The U.S. Marshals Service intends on awarding the subject requirement on December 7, 2016. This award will be made upon determination of fair and reasonable pricing and is subject to FAR Part 12. Purchase Order terms and conditions will be in accordance with FAR 52.212-4 Contract Terms and Conditions - Commercial Items (May 2015) and the applicable clauses of FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (November 2015).
