Description

Justification and Approval for Other than Full and Open Competition (J&A) On November 21, 2016, USAID entered into a follow-on Personal Services Contract (PSC) without competition for a period of two years with the incumbent contractor for the same position, Field Advisor. The Justification and Approval (J&A) was approved on October 20, 2016, and is publicized herewith. This J&A sets forth the facts and rationale justifying the use of other than full and open competition in accordance with with Title 48, Section 706.302-70(b)(5) of the Code of Federal Regulations. The J&A was prepared by the USAID Office of Democracy and Governance under the Bureau for Democracy, Conflict, and Humanitarian Assistance (USAID/DCHA/DRG) for Contract No. AID-OAA-S-17-00002. The J&A provides for critical mission support that requires highly specialized services. Award to another resource would result in substantial additional costs to the Government and unacceptable delays. (Note: The NAICS Code in the Notice of Intent to Award Sole Source posted September 12, 2016 is incorrect. The correct NAICS Code is 541611.)
