- PWS for TATRC Requirement This notice announces the intent by the U.S. Army Medical Acquisition Activity (USAMRAA), 820 Chandler St, Fort Detrick, Maryland, 21702, to award a sole source contract to Xecunet for Ethernet network connection to commercial ISP. This request has been imitated by TATRC MRMC-TT. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source under the statutory authority 41 U.S.C. 1901. FAR 13.501(a)(1)(i): Only one source reasonably available. The TATRC Local Area Network (LAN) is an Army accredited network that has DoD CIO approval to reside on a commercial Internet Service Provider. This approval was based on XECUNET providing the connectivity. TATRC is currently scheduled for an accreditation assessment by the DHA Independent Validation and Verification team starting on 12 September, 2016. The cost of this assessment is $80K. Changing ISP vendors would require undue delays and even terminate TATRC Research mission. The process for changing requires submiting a new package to the DoD CIO and the DHA Authorizing Official for approval which would require a new assessment at an additional cost of $80K and months of delays. XECUNET provides not only the connectivity to the Internet for the TATRC network, but they also provide the IP addresses that are used throughout the TATRC organization. TATRC currently have two research labs utilizing the TATRC LAN. Changing vendor would require changing the IP address on over 40,000 network devices and very costly for the Government. This change would take approximately several months to implement, adversely impacting the labs ability to meet customer requirements. An RFQ will be issued on a sole source basis. The North American Industry Classification System (NAICS) for this requirement is 517110 and the size standard is 1,500 employees. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Request for Information is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source.
