- Statement of Work outlines needs of Delaware National Guard for conference space, total numbers for subsistence, and breakdown of payment. Wage Determinations for the required food service industry This is a solicitation for commercial items prepared in accordance with the format in FAR part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is W912L5-17-T-0002 and this solicitation is being issued as a Request for Quote. The Offeror may quote a line one as conference space, if vendor is unable to provide subsistence. The Government intends to award a Firm Fixed-Price Contract. Since award will be made without discussions, it is highly encouraged to quote your most advantageous pricing in your initial response. This is an Unrestricted solicitation. The North American Industry Classification System Code (NAICS) is 721110, size standard $30.0 million. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The Government will award a Firm Fixed-Price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Payment and paperless invoicing shall be through mandatory DOD workflow website https://wawf.eb.mil. For instructions reference DFAR 252.232-7006. Terms of payment shall be Net 30 Days. Special Instructions: -The contractor shall provide pricing to the following items to include delivery: See Statement of Work for line item details. Total attendees shall be no less 425 and no more than 500. Line item 2 shall pay for no less than 120 attendees and no more than 130 attendees. -The quote shall encompass the total amount of attendees with the remaining in attendance to be paid by the Delaware National Guard State Comptroller. -The vendor shall comply with anti-terror standards as prescribed in AT-OPSEC reference AR 381-12 and FAR 52.204-2, by providing a list of staff 2 weeks in advance of the event for proper vetting through accessible databases. This is a one day event. The total number or attendees as outlined in line item 2 will not be paid through this contract. As outlined above, no less than 120 soldiers and no more than 130 shall be paid via this contract, with the remaining to be paid separately. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
