Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to solicit, on a Sole Source basis, HALO Maritime Defense Systems, 5 Puzzle Lane, Newton, NH 03858 to provide engineering services for the development of critical documentation to support the installation of a fully automated Waterside Security Barrier (WSB) compliant with the performance specification for Anti-Terrorism/Force Protection Boat Barriers dated 20090830. Required services shall include the analysis, design, and development of the following items to support the installation of a fully automated waterside security barrier: 1. Site Appropriate Mooring Plan and Design. 2. Mechanical attachments to moorings that isolate all WSB forces from the currently installed Port Security Barrier String. 3. Power Infrastructure Design. 4. Procedures and Training for Back-up Operations during other than fully automated gate operation. HALO Maritime Defense Systems is the only known manufacturer of a commercially available / operational fully automated waterside security barrier compliant with the performance specification for Anti-Terrorism/Force Protection Boat Barriers dated 20090830. As the developer of the identified WSB, HALO Maritime Defense Systems is the only known source with the corporate knowledge, background, and experience to perform the necessary analysis, design, and development services to support the installation of their fully automated waterside security barrier. In response to the USS Cole incident, various efforts have been conducted to identify available waterside security barriers. Requirements under N41756-10-C-3325 and FY15-DoN-RIF-SSP-01 as well as a Business Case Analysis have identified HALO Maritime Defense Systems as the only known manufacturer with a Commercial Off The Shelf, fully automated waterside barrier system in compliance with the performance specification for Anti-Terrorism/Force Protection Boat Barriers dated 20090830. Under N41756-12-C-4813, Halo Maritime Defense Systems conducted fully automated waterside security system tests in controlled environments that proved the minimum Government performance requirements for stopping power and resilience to load forces could be met. Additional testing was conducted in Norfolk, VA to verify the environmental readiness and applicability of Halo's fully automated waterside security barrier. Based on the efforts conducted thus far it is not in the Government's best interest to pursue an alternative fully automated waterside security barrier as duplicative testing would be incurred resulting in additional expense and delays. Further delays could result in additional loss of both Navy vessels and lives. The NAICS code is 541330 with a small business size standard of $38.5 million.
