Draft Performance Specification Rev A In order to clarify the latest RFI posting, both the Industry Day and APL-66 Opportunity Visit in Portsmouth, VA information is provided below. Both events will still be taking place at the time, date and locations listed. Additionally, a draft performance specification is being released for industry review and comment. 1. INDUSTRY DAY: SUMMARY On behalf of the Support Ships, Boats, and Craft Program Office (PMS325), the Naval Sea Systems Command announces an Industry Day for the Barracks Craft - Small (APL(S)) recapitalization program. The Industry Day will be held on December 1, 2016 during the International WorkBoat Show (IWS), and will be a partial-day event. (IWS participation is not required for APL(S) Industry Day attendance and admission to the APL(S) Industry Day is free of charge.) The objective is to provide a presentation to inform the industry community of the program's schedule and contract requirements. APL(S) barracks craft provide berthing and messing facilities for sailors while their ships are in port for availabilities and Inter-Deployment Training Cycles (IDTC). APL(S) will support up to an aircraft carrier (CVN) size ship with berthing for approximately 600 personnel and messing for approximately 1,100 personnel. APL(S) will be a non-self-propelled craft designed to be towed to bases or shipyards where ship availabilities are being conducted. Facilities on-board the APL(S) will include classrooms, conference rooms, administrative offices, disbursing office, galley, mess, scullery, post office, convenience store, barbershop, entertainment room, lounges, laundry facilities, physical fitness center, chaplain's office, medical complex, quarterdeck, equipment/machinery rooms, and various storerooms. II. DATE, LOCATION, AGENDA, REGISTRATION, LOGISTICS WHEN: December 1, 2016, 1300 to 1500. WHERE: The event will be in the Rivergate Room, Great Hall at the Morial Convention Center, New Orleans, LA WHAT: The overall objective of this Industry Day is to provide industry and interested parties with information that will assist in the understanding of current technical requirements and projected near term schedule for a potential APL(S) solicitation, and to gain feedback from industry on the overall contract requirements. The Government will use this event as part of the market research process. Draft agenda for Industry Day: 1. Roles and Responsibilities of Government Team 2. History, Mission, CONOPS 3. Questions WHO SHOULD ATTEND: Shipyard representatives and other potential industry sources capable and interested in potentially building the APL(S) Barracks Craft to meet the mission requirements stated in the above SUMMARY section HOW: All parties interested in attending the APL(S) Industry Day should register with Jamie Milhous at Jamie.Milhous@csra.com and include the information listed below: -Company Name -Point of Contact -POC Email -Number of Attendees III. ADDITIONAL INFORMATION This announcement is not a contract, a request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Navy will not assume liability for costs incurred by an attendee for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government. 2. APL-66 Opportunity Visit in Portsmouth, VA SUMMARY On behalf of the Support Ships, Boats, and Craft Program Office (PMS325), the Naval Sea Systems Command announces an opportunity for interested parties to visit APL-66 in Portsmouth, VA in support of the Barracks Craft - Small (APL(S)) recapitalization program. APL-66 will be available in Portsmouth, VA for interested parties to visit December 15-16, 2016, from 9:00am to 3:00pm each day. The objective is to provide an opportunity for industry representatives to access a current barracks craft in order to provide context for the requirements of future barges, in support of the Navy's planned Q2FY17 RFP release for construction of new barges. APL(S) barracks craft provide berthing and messing facilities for sailors while their ships are in port for availabilities and Inter-Deployment Training Cycles (IDTC). APL(S) will support up to an aircraft carrier (CVN) size ship with berthing for approximately 600 personnel and messing for approximately 1,100 personnel. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. The Navy will not assume liability for costs incurred by an attendee for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government. Not participating in this visit does not preclude participation in any future solicitation for APL(S) Barracks Craft, if one is issued. 3. Draft APL(S) Performance Specification for Industry Review and Comment I. SUMMARY On behalf of the Support Ships, Boats, and Craft Program Office (PMS325), the Naval Sea Systems releases a draft performance specification for the Barracks Craft - Small (APL(S)) recapitalization program for industry review and comment. This is a draft Performance Specification for the Barracks Craft - Small (APL(S)) recapitalization program (N00024-17-R-2202). Reviewers should be aware that this draft specification does not include all sections and attachments and will be part of a formal Request for Proposals. This draft specification is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. When and if the Government issues the final RFP, interested contractors will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this draft specification. Please note, that all Industry responses and questions received for this Draft RFP will be treated as public information and may be released on FEDBIZOPPS.
