- Attachment 0009- AMMPS TDP Rebuy SQP List Breakout Attachment 0008- Distribution Agreement for AMMPS Technical Manuals (TMs) Attachment 0007- Distribution Agreement for AMMPS Tech Data Packages (TDPs) Attachment 0006- AMMPS Sections L & M Attachment 0005- AMMPS Solicitation Question Comment Form Attachment 0004- AMMPS Price Model Attachment 0003- DD Form 254 Attachment 0002- MIL-DTL-32496 Attachment 0001- Statement of Work (SOW) Exhibit A- CDRLs AMMPS draft solicitation- W909MY-17-R-H002 The U.S. Army Contracting Command - Aberdeen Proving Ground - Belvoir Division on behalf of the Program Manager Expeditionary Energy and Sustainment Systems (PM E2S2) is releasing the draft Request for Proposal (RFP) W909MY-17-R-H002* for Advanced Medium Mobile Power Sources (AMMPS) generator sets. The AMMPS program includes five (5) generator set sizes (5 kilowatt (kW), 10kW, 15kW, 30kW, and 60kW) operating in two (2) different configurations (50/60 Hertz (Hz) or 400Hz). *Previously AMMPS Request for Information (RFI) and Sources Sought Notices (SSN) were issued under W909MY-15-R-H009 and W909MY-16-R-H003. Since a final solicitation was not released in Fiscal Year 2016, a new solicitation number was required to be created to reflect Fiscal Year 2017 (hence the change to W909MY-17-R-H002). The Government requests that any questions in response to the DRAFT RFP be submitted no later than 12 December 2016 at 4:00 P.M. EST to the Contracting Officer, Christie Hazlett at christie.h.hazlett.civ@mail.mil and the Contract Specialist, Lauren Pascioni at lauren.r.pascioni.civ@mail.mil. The Government will continue to accept questions beyond this date, but request the most critical questions be submitted by this date to ensure necessary revisions are made accordingly. All questions concerning this DRAFT RFP shall be submitted using Solicitation Attachment 0005- Question Comment Form. Questions will be answered by the issuance of an amendment to this notice. PM E2S2 is making the five generator set sizes available to assist potential Offerors with developing its solution for the re-procurement effort. From 5 December 2016 until 9 December 2016, potential Offerors are provided with a viewing of these sets from 0900 until 1500 EST at Fort Belvoir, VA. The equipment display will provide potential Offerors simultaneous access to the systems. No later than 30 November 2016, potential Offerors requesting equipment display access shall utilize the following procedures: 1) E-mail notification to the Contracting Officer, Christie Hazlett, and Contract Specialist, Lauren Pascioni, requesting access and contain the following information: a) Subject Line of E-Mail: Request for Equipment Display - W909MY-17-R-H002 b) Name of potential Offeror c) Offeror's Commercial and Government Entity (CAGE) Code d) Offeror's Point of Contact and E-mail address e) Visitor Request Information - a list of up to three United States citizens (names, contact information) per potential Offeror 2) Equipment Display Ground Rules: a) NO photos and NO cellphones allowed on Night Vision compound located on Ft Belvoir, VA (No hotspots nor Wi-Fi is acceptable in the display area). b) Expenses surrounding a potential Offeror's costs is solely the responsibility of said Offeror. c) PM E2S2 will provide escorts for potential Offerors; however these individuals will NOT answer questions pertaining to the equipment display. 3) E-mail notification to the Contracting Officer and Contract Specialist requesting Technical Data Packages (TDPs), Technical Manuals (TMs), and Equipment Photos: a) Subject Line of E-Mail: Request for TDPs, TMs, Photos - W909MY-17-R-H002 b) Name of potential Offeror c) Offeror's Commercial and Government Entity (CAGE) Code d) Offeror's Point of Contact and E-mail address e) Completed AMMPS Distribution Agreement for TDPs (RFP Attachment 0007), TMs (RFP Attachment 0008) If an Offeror is not attending the equipment display and would like to receive a copy of the TDPs, TM, and AMMPS generator photos, please submit a request in writing to the Contracting Officer and Contract Specialist. In addition, the completed documentation found at Attachment 0008 & 0009 shall also be submitted to the Contracting Officer and Contract Specialist. The limit is one per vendor.
