- This project is for the relocation of the existing access road for the Runway 32 Localizer facility which is located in the approach to Runway 14 inside the Runway Safety Area (RSA) at Mansfield-Lahm Regional Airport (MFD), Mansfield, Ohio. The Contractor shall furnish all plant, labor, materials, equipment, energy, transportation, and other services required in the specifications, drawings, and contract documents. Work shall include: 1. Coordinate with airport operations, FAA SSC representatives, and local utility companies to locate existing underground utilities and cabling near the areas to be graded. 2. Layout new access road using Registered Land Surveyor (RLS). Mark the edge of the RSA with snow fence to avoid accidental incursions into the active RSA. 3. Remove existing asphalt paved section of access road and base material. Pavement is assumed to be 4 thick, with 6 compacted base. Compact subgrade and place and compact fill to make area flush with surrounding grade. Top 3 of fill shall be topsoil, graded and seeded per specifications. 4. Remove existing crushed rock section of access road. 5. Furnish and install reinforced concrete pipe (RCP) with standard flared end sections per contract drawings. 6. Submit a Waste Management Plan to the Contracting Officer within 15 days after the contract award and prior to the start of construction activities. The Waste Diversion Summary Report for this project should include the diversion of the removed asphalt millings and crushed rock for use in the new access road as subbase material and the placement of removed earth to be used as fill material for the removed access road and turf areas on airport that can accept fill as determined by airport management. 7. Remove topsoil and vegetation from area to be graded and stockpile topsoil outside OFA. 8. Grade proposed access road and compact subgrade to 95% max density. 9. Place and compact base material to 95% max density in paved section. Place and compact asphalt paving to 95% max density. 10. Place and compact crushed rock material to 95% max density in non-paved section. 11. Place 3 minimum depth topsoil, perform finish grading, and seed areas disturbed by construction. 12. Participate in Contractor s Acceptance Inspection (CAI) and Joint Acceptance Inspection (JAI) between FAA SSC and ES and quickly address any additional punch list items. Anticipated start date of project is Spring 2017. Contract performance time is 20 working days. The estimated price range for this procurement is between $100,000 and $250,000. INTERESTED FIRMS MUST HAVE SUCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK AT AN OPERATIONAL AIRPORT.
