- Draft copy of requirements associated with the Waterside Security Barrier Support Services effort. The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to solicit, on a Sole Source basis, HALO Maritime Defense Systems, 5 Puzzle Lane, Newton, NH 03858 to provide engineering services for the development of critical documentation to support the installation of a fully automated Waterside Security Barrier (WSB) meeting the site requirements included in the associated Statement of Work (SOW) and in compliance with the performance specification for Anti-Terrorism/Force Protection Boat Barriers dated 20090830. Required services shall include the analysis, design, and development of the following items to support the installation of a fully automated waterside security barrier: 1. Site Appropriate Mooring Plan and Design. 2. Mechanical attachments to moorings that isolate all WSB forces from the currently installed Port Security Barrier String. 3. Power Infrastructure Design. 4. Procedures and Training for Back-up Operations during other than fully automated gate operation. HALO Maritime Defense Systems is the only known manufacturer of a commercially available / operational fully automated waterside security barrier meeting the site requirements included in the attached SOW and in compliance with the performance specification for Anti-Terrorism/Force Protection Boat Barriers dated 20090830. As the developer of the identified WSB, HALO Maritime Defense Systems is the only known source with the corporate knowledge, background, and experience to perform the necessary analysis, design, and development services to support the installation of their fully automated waterside security barrier. Any interested parties that believe they are able to offer a fully automated Waterside Security Barrier that meets the site requirements included in the attached requirements document and the performance specification for Anti-Terrorism/Force Protection Boat Barriers dated 20090830 shall provide a response to this indent to sole source. Responses shall include the following: (1) The offeror's capability to provide a commercially available fully automated waterside security barrier which meets the performance specifications for Anti-Terrorism/Force Protection Boat Barriers dated 20090830, (2) The capabilities of the commercially available fully automated waterside security barrier to meet site requirements specified within the SOW, (3) Name and address of the offeror, (4) Size of the business, including average annual revenue for the past three years and number of employees, (5) Ownership (including Country of Ownership), indicating whether: Large, Small, Small Disadvantaged, 8 (a), Women-Owned, HUBZone, Veteran- Owned and/or Service-Disabled- Veteran-Owned Business, and System for Award Management (SAM) information; (6) Number of years in business; (7) Two points of contact, including: name, title, phone, fax, and e-mail address; and (8) Cage Code and DUNS Number. The NAICS code is 541330 with a small business size standard of $38.5 million.
