- SOURCES SOUGHT Multiplex PCR Diagnostic System for Pathogenic Microorganisms The Overton Brooks VA Medical Center (OBVAMC) is issuing this sources sought synopsis as a means of conducting market research to identify parties specifically Veteran-Owned Small Businesses (SDVOSB and VOSB) having an interest in and the resources to support this requirement for a Multiplex PCR Diagnostic System for Pathogenic Microorganisms. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334516. At this time, OBVAMC is contemplating the purchase of the BioFire FilmArray system through VA FSS. This Sources Sought is issued to determine if Veteran-Owned businesses are capable and likely to submit quotes for an equal item. Salient Characteristics: a) Shall be FDA-approved multiplex PCR diagnostic system for pathogenic microorganisms b) Shall be FDA-approved panels for different specimen types (i.e., respiratory, gastrointestinal, blood from positive cultures, and others as may become available) c) Shall have identification of different classes of common infecting microorganisms (i.e., bacteria, viruses, yeasts, and parasites) found in each specimen type d) Shall provide replacement of defective test panels at no charge e) Shall be modular and expandable to accommodate possible changing requirements, up or down f) Shall have minimal hands-on time for set-up (e.g., 10 minutes or less); walk-away for analysis g) Shall have minimal training time required of medical technologists for operation (2 hours or less) h) Shall have minimal maintenance of equipment required (approximately 1 hour per week or less) i) Shall provide results available in less than 90 minutes. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort. We are seeking Veteran-Owned sources, but any Small Business should identify its capability to provide the instrument. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by NOON, 14 September 2016.
