Description
The Government intends to extend the Simple Key Loader (SKL) Contract W15P7T-12-D-0019 with Sierra Nevada Corporation (SNC) under the authority of FAR Part 6.302-1, only one responsible source for total of three years including a one year base and two, one year options. The SKL is a battery-powered, ruggedized, personal digital assistant (PDA) based on commercial technologies. The SKL is capable of securely protecting electronic data for transport up to the Secret classification level. The SKL essentially serves as an external, portable hard drive, whereby the Department of Defense (DoD )Services store and distribute encryption keying material, Signal Operating Instructions (SOI), software information, and data files for over 138 tactically deployed equipment platforms that are supported by the DoD Services, civil agencies and foreign partners. The SKL meets the NSA Specifications for Functional Security Requirements for a Telecommunications System (FSRS). The SKL uses service-specific User Application Software (UAS) to automate the loading process for field and mobile Communications-Security (COMSEC) components. The SKL consists of a host computer and an NSA-developed Information System Security (INFOSEC) embedded cryptographic Personal Computer Memory Card International Association (PCMCIA) Type II card. The internal cryptographic card has a nomenclature designated as the KOV-21. The Government currently does not own the Technical Data Package (TDP) for the SKL. All responsible sources may submit a capability statement which will be considered.
