- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Walter Reed Army Institute of Research (WRAIR) to procure a subscription to Pathway Studio without competition as prescribed in FAR 5.102(a)(6) and 5.203(a). Specifically, the Government will procure this system manufactured by Elsevier. Pathway Studio is a web based subscription. Consulting scientists and technical staff from Elsevier offer continuous, off-site, technical support via telephone for all matters related to Pathway Studio. WRAIR requires additional core competencies to meet current research milestones, particularly as they apply to basic research and applied sciences relevant to traumatic brain injury. Additionally, WRAIR's mission to conduct scientific research in effort to aid the Warfighter must be sustained. Capabilities offered by Pathway Studios are required to retain functionality based work generated, which are not available from any other another vendor, as analytical dataset are not cross-compatible. This subscription is imperative to (1) prevent data loss, and (2) allows continuation of present studies. Unique performance standards include the ability to provide immediate on-call advice through a technical support scientist, who is specifically trained by Elsevier for Pathways Studio analysis and interpretation, directly to the end- user on site at BTNN/WRAIR. In addition, the web-based subscription is uniquely compatible with current projects and databases. The algorithm is proprietary and includes specialized statistics for the end-user. Elsevier alone is allowed to allow user access, maintain inherent databases which they alone curate and provide quality control reports stating functionality and warranties therein for Pathway Studio. It is impossible for the subscription provided, data generated, maintenance, and training to be completed without Pathway Studio. The North American Industry Classification System (NAICS) for this requirement is 511210 and FSC 7030. USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only.
