- Full details, terms and conditions for this solicitation **** PLEASE NOTE: Refer to the attached Combined Synopsis/Solicitation for full details and Terms and Conditions **** THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-91-1, effective October 31, 2016. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 with a small business size of $38,500,000.00. This requirement is unrestricted and all interested offerors may submit a quotation. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to forest.crumpler@nist.gov. Questions should be received no later than 5 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) BACKGROUND INFORMATION The National Institute of Standards and Technology (NIST) Center for Nanoscale Science and Technology (CNST) enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of nanotechnology development, from discovery to production. The CNST provides unique facilities offering users access to the instrumentation, methods, and technical expertise required to make and measure components at the nanometer scale. The CNST NanoFab Operations Group support includes the design and development of custom electronics for a wide range of CNST lab and fab programs. An Electronics Computer Aided Design (ECAD) program is used as the primary software tool to develop and document this work. It is used on a daily basis to simulate circuit behavior, draw circuit diagrams and design printed circuit boards. Our present program, PCAD2002 is obsolete and is no longer supported. This procurement is focused on procuring a current ECAD program with enhanced capabilities that is compatible with our large base of existing designs. This is a Brand Name Only Requirement: Full compatibility with existing base of work is required to ensure that electronic design files can be accessed and utilized with the new ECAD system. This compatibility is crucial to enable the ongoing design and refinement to 25 years of NIST/CNST work. Only Altium Designer software will ensure compatibility with NIST-generated PCAD binary schematic (.SCH), component library (.LIB) and printed circuit board (.PCB) files. All interested Contractors shall provide a quote for three (3) network server licenses for the Altium Designer Electronic CAD program. The Contractor shall provide a Firm Fixed Price quotation for the following Contract Line Items (CLIN): (CLIN) Contract Line Item 0001 - a quantity of three (3) network server licenses for the Altium Designer Electronic CAD program with the following minimum characteristics. 1.Program shall run under current versions of Microsoft Windows; Windows 7, Windows 10 and continue to operate under future versions of Windows released over a period of 5 years from the date of purchase. 2.Each license purchased shall support multiple users preferably by offering a client-server architecture wherein the user license is maintained on a license server accessible to multiple clients via network connection. This method is preferred to client hardware keys also known as "dongles" 3.Program must have full capabilities for: a.Circuit design (schematic capture) b.Circuit simulation in both frequency and time domains, Simulation Program with Integrated Circuit Emphasis (SPICE) DC, transient and steady state sinusoidal analysis modes or equivalent c.Printed circuit board layout d.3D solid modeling of circuit board with placed components and enclosures for fit checking and package planning 4.Must import existing base of work generated using PCAD2002 and saved in native binary formats; NIST-built component libraries (.LIB files), NIST-generated schematic diagrams (.SCH files), NIST-generated Printed Circuit Boards (.PCB files). 5.Must offer a standard component libraries of electronic components to be used in new circuit designs. These libraries shall include but not be limited to: a.common passive components; leaded and surface mount resistors, capacitors, inductors b.common active devices; leaded and surface mount diodes, transistors c.common analog and digital integrated circuits; leaded and surface mount operational amplifier, analog function circuits, standard logic family ics, programmable logics devices including Field Programmable Gate Arrays (FPGAs) 6.Library components must include symbols to be used in schematic diagrams 7.Library components must include simulation modeling data where applicable 8.Library components must include physical pattern data for placement onto circuit board designs 9.Library components must include 3D physical data to facilitate "fit-checking" of placed components and associated packaging 10.Must offer user-defined library component capability to accommodate any or all of the following: a.User defined circuit symbols b.User defined simulation properties c.User defined circuit board patterns d.User defined 3D properties 11.Training: ECAD program support shall include unlimited access to learning tutorials or other self-paced learning materials, e.g. videos, webcasts etc. for a period of at least one year from the date of purchase.
