Description

The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) Level of Effort Simplified Acquisition Contract to Engineered Arresting Systems Corporation, (ESCO) located in Aston, PA. This contract is for the procurement of a water twister sub-scale model and associated parts and drawings along with engineering support for the set-up, modification, testing, and test data interpretation of the model in support of the Advanced Arresting Gear (AAG) program for the United States Navy (USN). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, as ESCO is the only source with the requisite knowledge, experience and technical expertise to provide the required supplies and services being procured. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: ESCO, the Original Equipment Manufacturer of AAG subcomponents, is the only source for the aforementioned requirements. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
