The Draft Performance Specification, Draft Statement of Work, Draft Contract Deliverable Requirements Lists, and attachments as other supporting documentations have been provided for your reference and review. All documents may be subject to change. Draft RFP questions regarding this draft solicitation shall be submitted by e-mail to the above POCs with the solicitation number in the subject line. The Government will answer questions up to the issuance of the final solicitation provided those questions are received by 12:00 p.m. EDT, 13 December, 2016. Offerors shall use the Question/Comment Form included as Attachment 7 of this draft solicitation. Questions received after the deadline may not be answered. Questions shall not include proprietary data. This is not a formal RFP and no proposals are being requested at this time. The Government will not pay for any information received or costs incurred as a result of this announcement. Any cost associated with a response is solely at the interested respondent's expense. The U.S. Army Contracting Command - Orlando)anticipates issuing the Final RFP electronically via the Federal Business Opportunities website (http://www.fbo.gov) on/or about 4 January 2017. This date is subject to change. Additional Information: The U.S. Army Program Executive Office Simulation, Training and Instrumentation (PEO STRI), Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS), Instrumentation Management Office (IMO) has an immediate need for a short-pulse, high dose rate, gamma x-ray simulator to conduct testing on Circuit Card Assemblies (CCAs), Line Replaceable Units (LRUs), small test systems and light armored vehicles for Nuclear Weapons Effects survivability validation for the Nuclear Effects Laboratory (NEL) at White Sands Missile Range, (WSMR) New Mexico. Acquisition Approach: Army Contracting Command-Orlando (ACC-Orlando) intends to conduct the NETCM PGS procurement using full and open, competitive, Best Value-Tradeoff source selection procedures in accordance with Federal Acquisition Regulation (FAR)15.101-1. The North American Industry Classification System (NAICS) Code for this effort is 333318 - Other Commercial and Service Industry Machinery Manufacturing. The forthcoming solicitation will result in a "C" type contract that will be Cost Plus Fixed-Fee contract line item numbers (FAR 16.306), a base period and three option periods, with a period of performance up to 36 months.
