- sf30 Attachment L-2 Cost Exhibits Attachment J Revised Statement of Work RFP Sections B-M Amended RFP Cover Letter NASA/GSFC hereby issues a Request for Proposal (RFP) amendment for the following items: Restore-L RPO Subsystem visible wavelength cameras. The purpose of this Amendment is to 1) revise Attachment A Statement of Work and Attachment B Technical Specifications Sections REQ 3.6.1.1, REQ 3.6.1.6, REQ 3.6.4.3, REQ 3.6.5.13, REQ 3.6.5.15, REQ 4.5.76.2a, and REQ 4.5.7.3a provided in the solicitation and 2) change the contract type from Firm Fixed Price (FFP) to Cost Plus Fixed Fee (CPFF). Prospective Offerors shall be advised that this solicitation contains International Traffic Arms Regulations (ITAR) sensitive information. In order to review the full solicitation package, all offerors must be certified by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS) to be eligible to download documents marked Export Controlled. This certification establishes that a company is a U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S. Department of Defense (DoD) or the Canadian Department of National Defense (DND). Please provide your approved Militarily Critical Technical Data Agreement (DD2345) form to the NASA contract specialist for verification. Once verification is complete, the contract specialist will provide these Export Controlled documents to the offeror(s). This amended RFP does not commit NASA GSFC to pay any proposal preparation costs, nor does it obligate NASA GSFC to procure or contract for these items/services. This request shall not be construed as authorization to proceed with, or be paid for charges incurred by performing any of the work called for in this solicitation. Proposals submitted in response to this solicitation shall be due no later than December 15, 2016. All questions regarding this RFP should be submitted in writing, electronically to Ryan Hancock, Contracting Officer, at joseph.r.hancock@nasa.gov on or before December 8, 2016. Offerors are encouraged to submit questions as soon as possible for consideration.
