- Description
- The U.S. Army Contracting Command intends to extend the period of performance under the current Stinger Engineering Services contract, W31P4Q-13-C-0113. This extension falls under the authority of 10 U.S.C 2304(c)(1) - FAR 6.302-1- Only one responsible source and no other supplies or services will satisfy agency requirements, and will be issued to Raytheon Missile Systems (RMS), 1151 E. Hermans Road, Tucson, Arizona 85767, CAGE Code 15090. This requirement is to provide continuing engineering services in support of the Stinger Weapon System for both United States (US) and Foreign Military Sales (FMS) on behalf of the Cruise Missile Defense System (CMDS) Project Office, Stinger Based Systems (SBS) Product Office. RMS is responsible for complex system engineering support, manufacturing support, test equipment support, logistical support and other support associated with the production, test, fielding and sustainment of the Stinger missiles and associated launchers, field test equipment, and documentation. Per FAR 6.302-1(a)(2)(iii)(A) and (B), for DoD, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and/or unacceptable delays in fulfilling the agency's requirements. RMS is the only available source with the appropriate technical expertise, corporate knowledge, specialized skills and trained workforce to perform the required effort in the required timeframe. Due to the long term and highly integrated involvement of RMS in Stinger field support, upgrade development, production, FMS production, and support, it is not feasible to procure this effort from another sources. Performance concludes 31 December 2016. The period of performance (PoP) for the one-year extension will be from 01 January 2017 to 31 December 2017. This notice of intent is NOT a request for competitive proposals. No Request for Proposal (RFP) will be available for competitive proposals. The Government will not pay for any information received.
