Description
Detroit ECM Flashing Sources Sought 01 DEC 2016 GENERAL INFORMATION: The U.S. Government (USG) appreciates the time and effort taken to respond to this Sources Sought. This is a market survey requesting information in support of a possible competition for re-flashing Detroit Diesel Electronic Control Modules (ECM's) to newest software levels, clear engine codes, reset accumulators back to zero and be programmed with Detroit Diesel Mainframe generic serial numbers at Red River Army Depot (RRAD). This sources sought is issued for information and planning purposes only. This announcement is NOT a Request for Proposal (RFP) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. DESCRIPTION OF INTENT: The purpose of this notice is to identify POTENTIAL SOURCES who have the capability and interest in a service contract to re-flash Detroit Diesel Electronic Control Modules (ECM's) to newest software levels, clear engine codes, reset accumulators back to zero and be programmed with Detroit Diesel Mainframe generic serial numbers. Government NIN: 015929167 has the following two part numbers: 25101071 and 26KP646. Government NIN: 014461356 has the following four part numbers: 23521769, 23530725, 6HA336, R23521769. If you have the capability of performing this service please provide your business name, size and brief description of similar services performed. PEFORMANCE WORK STATEMENT: I. Requirements: a. Contractor shall be licensed or certified by Detroit Diesel to flash and reprogram the electronic control module for Detroit engines. These engine control modules are being installed in military vehicles and shall include all codes restricted for military use. b. Contractor shall upon receipt of shipment of ECMs from the government; contact the assigned COR to verify quantity shipped to contractor. i. COR will provide the serial number range to the contractor which dictates the codes to program into the ECM. ii. Contractor shall flash (clear the ECM of all codes) and reprogram to the specified codes based on the serial number range provided by the COR. c. Contractor shall have 3 business days to complete and return the flashed and reprogrammed ECMs back to RRAD. d. Contractor shall notify COR if the ECM fails to load. e. Contractor shall place tape on failed ECM's and write the word "Fail" on the tape and return to RRAD. f. Contractor shall be responsible for shipping of ECM's back to RRAD. II. Deliverables: a. Contractor shall e-mail spreadsheet tracking ECM receipt, status, and shipment to the COR. b. Contractor shall provide a separate spreadsheet of ECMs that fail and provide to the COR bi-monthly. c. Contractor shall provide the COR with tracking numbers for each shipment sent to RRAD. III. Acceptance Criteria: a. Contractor's status spread sheet showing initial programming is successful shall be grounds for initial acceptance. b. If DYNO fails after ECM is installed RRAD shall send back to contractor for failure analysis and it shall be reworked at the Contractor's expense to include second shipping cost. IV. Environmental: a. Contractor shall comply with Environmental laws and regulations. b. Contractor shall comply with license and certification requirements regarding environmental laws c. Contractor shall notify the Designated Government Representative (DGR) and COR of the arrival on site of any Federal, State, and/or DoD environmental regulator or enforcement agent and/or the receipt of any correspondence from a Federal or State environmental agency. d. Contractor shall submit to potential Federal, State, Army and installation work site environmental regulatory inspections and/or investigations into noncompliance, and fully cooperate with such inspections/investigations by providing the appropriate records and documentation. e. Contractor shall immediately report any nonconformance and/or noncompliance with applicable Federal, State or Local environmental laws, Army and installation environmental regulations or policies to the COR and DGR. V. Schedule period of performance: a. RRAD will send defective ECMs as they fail initial testing at RRAD. No less than 2 and no more than 10 ECM's will ever be sent per shipment to the contractor overnight express. b. Turnaround time shall be no more than 36 hours upon receipt of shipment. Contractor shall bear expense of overnight shipment back to RRAD. Ship to address is Building 321, 100 James Carlow DR, Texarkana, TX 75507 c. Period of Performance for this contract shall not be longer than 3 years and contractor shall have a Delivery Order for each year. Warranty: Contractor shall furnish a 12 month warranty or the industry standard OEM warranty, whichever is greater, on all parts and labor of each ECM.
