Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO) has a requirement for the repair and modification services of eight (8) Hydrographic Survey Launches (HSL). NOAA is conducting market research to determine potential sources for this requirement. NOAA is seeking ship repair contractors located within a twenty-five (25) nautical mile radius of Newport, Oregon. The vessels are twenty-eight (28) foot All American Marine built HSL. The vessels will be moored between 6 Dec 2016 - 1 Mar 2017 at the NOAA small boat pier at: NOAA Marine Operations Center 2002 SE Marine Science Drive Newport, OR 97365 The eight vessels will be transported, via waterways to the contractor's facilities for performance of the work and must be returned to the above location by the end of the period of performance. The contractor's facilities MUST be within 25 nautical miles of Newport, Oregon along a waterway or river connected to Newport, Oregon as the vessels do not have trailers for overland transport. The contractor shall be required to inspect and repair the HSL vessels, which includes but is not limited to, complete mounting and installation hardware, plumbing connections, hull corrosion and coating, autopilot software installation, the repair/replacement of batteries, bilge pumps, strut bearings, power conditioning, scanner mounts, deck hatches, propellers, power systems, and engines. All work shall be done in accordance with the American Bureau of Shipping (ABS), American Boat and Yacht Council (ABYC), NOAA Standard Specifications S0100 and AMC-000-3C, General Requirements for Small Contract Ship Repairs. The North American Industry Classification Code System (NAICS) code for this procurement is 336611 and the size standard is 1,250 employees. All responsible and fully responsive businesses interested in submitting a quote for this effort may submit a capability statement which will be considered by the agency in developing the acquisition strategy by December 8, 2016, 2:00 PM Pacific time. Any resulting contract will be awarded as a fixed-price contract. Solicitation documents will be made available for download on or about December 15, 2016 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps ["Add To Watchlist"] and ["Add Me To Interested Vendors"] features which provide a notification when the Request for Quote (RFQ) becomes available for download. These features also inform interested parties of all postings of information associated with this solicitation, thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. Prospective offerors are urged to submit any questions they may have, in advance and in writing, to Contract Specialist Matt Sanders (matt.sanders@noaa.gov). This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this notice or reimburse for costs incurred by interested parties providing the information requested herein. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential acquisition strategy. Firms offering a response to this notice shall ensure that they are registered in the System for Award Management (SAM), www.sam.gov, prior to submission of proposals. All vendors doing business with the Government are required to be registered with the SAM. No award shall be made unless the vendor is registered in SAM.
