Description
Modification #4 : Synopsis: Reference is made to the October 31, 2016 announcement, reference number 2016-31012A, inviting submission of qualifications and proposal data for the Feasibility Study for the Petroleum Coke Utilization Project for India Oil Corporation Limited. This is to inform interested U.S. companies that the submission date for the above listed project has been extended from December 7, 2016, to December 16, 2016. Any bidders who have already submitted a proposal may resubmit before the new deadline of 4:00 PM India Standard Time (5:30 AM EST) December 16, 2016, or their already submitted proposal will be retained for review. There will be no further time extensions. This is also to inform interested U.S. companies that the following questions were received regarding the project. The questions, along with IOCL's answers, are provided below: 1.Question: Is it mandatory to submit the offers in hard copies as mentioned in the RFP? Answer: Considering the hurdles in submitting the proposal in hard copies, submission through soft copy is acceptable. 2.Question: Is using of Linear programming/modelling a must (or) consultant will be allowed to use appropriate simulation model based on their experience? Answer: The Contractor can use appropriate simulation model based on their experience, however, the model shall have the capability to determine optimum size, location(s), feedstock selection, product mix, technical configuration & process flow schemes, and revenue forecast for a period of twenty-five years. It shall also have the capability to determine investment requirements, production cost economics, infrastructure requirements and costs, and other factors needed to optimize the implementation of the Project.
