Senior Advisor for the International Law Enforcement Academy (ILEA) Program Washington, DC Issuance Date: 12/05/2016 Closing Date: 12/14/2016 SOLICITATION NUMBER: PSC-17-010-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. PERIOD OF PERFORMANCE: One year from date of award, with four optional years 8. PLACE OF PERFORMANCE: Washington, DC 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: This position is located in the Bureau for International Narcotics and Law Enforcement Affairs (INL), Office of Anti-Crime Programs (INL/C), Criminal Justice Programs Division (INL/C/CJ). The Division is responsible for the coordination of all International Law Enforcement Academy (ILEA) training and technical assistance activities conducted by USG law enforcement agencies. The Division chairs the ILEA interagency Steering Group, serves as a resource on training matters to the Department, various interagency working groups, and a Policy Board consisting of senior representatives from the Department of State, Department of Justice, Department of Homeland Security, and Department of The Treasury. The contract position serves as an ILEA Senior Advisor for the Criminal Justice Programs Division and provides assistance in the management of the ILEA program. The incumbent's work will focus on one or more of the five International Law Enforcement Academy (ILEA) portfolios which are located in Hungary, Thailand, El Salvador, Botswana and Roswell, New Mexico and may also assist with other regional (non-ILEA) training programs. DUTIES AND RESPONSIBILITIES 1. Work as part of a team responsible for managing the ILEA program under the direction of the team leader. 2. Advise the ILEA Team Leader on the daily implementation of the ILEA program; to include logistical support (cables, student selection criteria, student travel arrangements, etc.) for ILEA training sessions, prepare papers and correspondence concerning ILEA program issues, and provide general support of the global ILEA program as directed. 3. Establish and maintain professional relationships with office and other INL colleagues, members of USG law enforcement agencies involved in ILEA, and USG personnel assigned to US Embassies that are associated with particular ILEAs. 4. Provide program guidance to the team leader as well as federal law enforcement agencies on the administration of ILEA training programs. 5. Support monitoring and the implementation and performance of ILEA training being conducted by Federal law enforcement agencies and non-governmental organizations. 6. Draft a variety of technical, programmatic, funding, and informational memoranda and letters; assists in the preparation of Congressional testimony or responses to questions, press guidance, and interagency documents in accordance with Department policies and regulations. 7. Liaise with the ILEA Steering Group, intra-agency meetings, other agencies and NGOs, advising them of stated policy on ILEA issues to include briefings, both written and oral, to senior officials. 8. Provide advice to the team leader for the ILEA Policy Board on recommendations developed by the ILEA Steering Group. 9. Support training and outreach program initiatives and follow-on implementation in support of the International Law Enforcement Academy (ILEA) program. 10. Assist the team leader on drafting, reviewing and amending procurement requests and task orders as assigned. 11. Plan and manage ILEA program operational funds in coordination with partner agencies and host nation advisory committees. 12. Draft Interagency Agreements with partner agencies for the delivery of training at the regional ILEAs. 13. Provide assistance to team members on operational issues of assigned programs, serving as formal "back up" officer for other team members as required. TRAININGS & DISTANCE LEARNING COURSES 1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of contract award. 2. If applicable - Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. RELATIONSHIP The Advisor reports to the ILEA Team Leader or to the Division Director, as directed. The officer is expected to maintain open, timely, and effective communications with the ILEA Team Leader and INL/C Division Director on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/Office Director(s) and; 2. INL/Team Lead Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in INL, which is of significant interest to the public and to Congress. MINIMUM QUALIFICATIONS: 1. U.S. Citizenship and the ability to obtain a Department of State (DOS) Secret security clearance 2. Graduate Degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities. 3. Demonstrated three (3) years experience working with the Department of State. 4. Demonstrated two-four (2-4) years experience managing the development and delivery of international training with foreign government partners and USG agencies. 5. Demonstrated experience in directing, developing and providing oversight for a multi-faceted training or education facility. 6. Knowledge of drafting and monitoring performance based contracts. 7. Ability to operate independently, exercising oversight over existing and future operations and procurements. 8. Demonstrated experience with and knowledge of the State Department's foreign assistance process, the structure and hierarchy of U.S. embassies, and familiarity with the interagency law enforcement community. PREFERRED QUALIFICATIONS: 1. Experience working and coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Homeland Security). 2. Experience developing and implementing training programs focused on criminal justice sector development, preferably with INL. 3. Excellent oral and written English communication skills. 4. Superior interpersonal skills. EVALUATION CRITERIA FACTOR 1: Program Experience (30 points) Demonstrated ability to manage current programs and assist in developing and implementing initiatives in the ILEAs in Hungary, Thailand, El Salvador, Botswana and Roswell, New Mexico. FACTOR 2: Communication & Management Experience (20 points) Ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines; and advise program officials. Experience with management of projects or ability to manage budget processes. Ability to liaise with U.S. embassies, other State Department offices, members of relevant USG agencies, host nation representatives, and the international community in developing and coordinating INL programs FACTOR 3: Work Experience (30 Points) Demonstrated work experience in managing complex projects which include determining and validating requirements, implementing progress on projects. Demonstrated ability to implement INL rules, policies, and regulations. Demonstrated ability to support the foreign assistance process through budget narratives and justification FACTOR 4: Past Performance (20 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
