- Attachment D Revision 01 05 December 2016 Amendment 4 Amendment 3 The following questions about the solicitation were submitted and have been addressed below. Numbering is continued from the previous set of questions. ---Two (2) amendments (SF-30), amendment 0003 and amendment 0004, are also issued and attached. For a proposal to be responsive, signed copies of ALL SF-30's must be submitted with the proposal.--- --Amendment 0003 Revises Attachment D and extends the proposal due date-- --Amendment 0004 Revises the PWS-- 9. What is the height (elevation of MSL) and width of the lower NAVLOCK guide wall extensions? Both (Both the wide guide wall between towers N3 and N2, and the narrow guide wall between towers N2 and N1) of the lower NAVLOCK guide wall extensions between the North towers N3 and N2, then between N2 and N1 ANSWER: Elevation, span, and connection details of the North Shore Carrier line connections can be found in Appendix E, Drawing Packet 29026-001. 10. I do not see in any of the drawings, whether the new solicitation drawings or the reference drawings how far are from lower NAVLOCK guide wall extension from the N1, N2 and N3 North Peninsula towers. Could the contractor put a JLG aerial boom on a barge, on the North side of the lower NAVLOCK guide wall extension and reach over to the 1 1/8" Carrier line to re-terminate the 3/16" Vectran rope without having to get into the possible turbulent waters below the spillway, just long enough to pull the lines across and terminate them. Time would probably have to be scheduled with the lock operators in order to do this? ANSWER: Refer to Revised PWS (Amendment 04), Section 5.2. 11. Concerning the 1/4" x 1 1/4" Flared Soft Copper Sleeve that is called out for terminating the 3/6 Vectran rope on the winches on the lock wall. This is for rope no's. 39, 45, 54, 56, 59, 60 as shown on Drawing Sheet No. 29026-011, Sheet No. 1 of 7. Who is the manufacturer of these 1/4" x 1 1/4" Flared Soft Copper Sleeves and part number OR can regular 1/4" ID x 3/8" OD copper tubing from McMaster-Carr be used, such as their no. 8967K89? ANSWER: The item call out is standard 1/4" soft copper sleeve. Contractor shall coordinate with COR for approved part item. 12. Because of the answers to earlier questions saying that there was 17 failures of the existing ropes between the years 2015 and 2016 this leads me to believe there has been a lot more failures. What other rope numbers have failed? ANSWER: As of 10/27, 28 lines are reported missing. 13. Concerning the solicitation with Attachment "D". The Attachment "D" list does not show rope no's. 73 & 77 as being Cut and furnished to the USACE's from Cortland Cable. Have these actually been furnished by Cortland to the USACE's since all of the other paper work does show this work to be done? ANSWER: Lines 73 and 77 are also furnished from Cortland Cable Co. See Appendix D for changes. 14. Concerning where the Oregon South shore towers EE, WE, S2, S3 and S4 are located in regards to getting into them with a trailer with the spools of GFM (Cortland Cables 3/16" Vectran rope) rope to be able to set up and pay or feed them out across the Columbia river. Is there any problem with backing a trailer up to where needed to be able to do the foregoing work? Specialty just South of towers WE, S2 and S3? ANSWER: Refer to PWS, Section 6.3 and 9.1.3 for location access and equipment placement. 15. From the solicitation ITEM NO. 0002, Perform Survey. Is this work to be Surveying done by a licensed "Land Surveyor" along with the installing contractor while adjusting the ropes so that the minimum elevation of the ropes at their lowest sage point is at a MSL of 185 ft.? Also with this work is there a BENCH MARK in the South Shore area with a known ELEVATION, in order to work from for making the final adjustments at the 185 ft. MSL? ANSWER: Surveying does not need to be performed by a licensed "Land Surveyor." Surveying method shall be completed using standard surveying practices and equipment with approval by the COR prior to surveying. Refer to PWS, Section 6.3. Anchor connections are called out in Appendix E with known Elevations. Contractor can coordinate with COR to determine additional South Shore elevation bench marks if necessary.
