- Market Survey THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Solicitations are not available at this time. This notice does not constitute a commitment by the Government. The Bureau of Prisons has a future requirement for a AOE Business Courses for inmates at the Federal Correctional Institution Englewood located in Littleton, Colorado. The North American Industry Classification System (NAICS) Code is 611210 (Size Standard: $20.5 million). The Contractor shall provide an Advanced Occupational Education Program (hereinafter referred to as AOE) which may include, but are not limited to courses: 1) Vocational Training encompassing Auto Cad, Graphic Design, Construction, Green Career Fields, Project Management; 2) Horticulture classes encompassing construction, maintenance and implementation of a greenhouse operation; and 3) Business Administration encompassing Entrepreneurship, Office Systems Technology, Marketing, Accounting, Customer Service and Communication Studies. The Contractor shall provide a program for an estimated 20 students per class. Services shall include the provision of on-site academic instruction and appropriate academic advisement, instructional/course materials, course registration, assessment testing, record-keeping, textbooks, certificates of completion and all services and materials customarily provided to AOE students and applicable to the inmate population at the FCI and FPC. Upon completion of each certificate program, the Contractor shall provide one copy of each student's official transcript and a certificate of completion for each student who completes the program to the Supervisor of Education (SOE). In addition, the Contractor shall provide the SOE with one copy of an unofficial transcript for each student who enrolls in, but does not complete the program. All official transcripts, unofficial transcripts and/or certificates of completion shall be provided to the Supervisor of Education within two weeks of the completion of each program, in accordance with procedures set forth herein. The Contractor will provide an AOE certificate program at the FCI and FPC. The Contractor shall provide an estimated nine (9) hours of classroom instruction per week for each of an estimated 2 courses. Each course shall consist of at least 100 total instructor/student contact hours. Each program shall be three to four months in length, and an estimated six (6) programs shall be completed during each performance period. The business must be listed in the directory entitled "Accreditation Institutions of Post-secondary Education" and/or designated eligible by the U.S. Department of Education to participate in Title IV Student Financial Aid Programs or other approved financial aid programs. The Government contemplates awarding of an indefinite-delivery, requirements-type contract with firm-fixed unit prices resulting from the future solicitation. The contract period shall consist of as estimated 12 month base period with four 12 month option periods for renewal. A Government solicitation document to provide these services is being developed, and a contract may or may not result. Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Market Survey Questionnaire will be available on or about December 5, 2016, and will be distributed solely through Federal Business Opportunities web site http://www.fedbizopps.gov. All future information about this acquisition, including solicitation and/or amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information regarding this acquisition. Faith-Based and Community-Based Organizations can submit offers/quotes equally with other organizations for contracts for which they are eligible. The response date for the market survey is January 2, 2017. No collect calls will be accepted. No telephone request or written requests for the market survey will be accepted.
