This Amendment responds to questions and Answers that have been submitted West LA Campus RFP Q&A On November 23, 2016, VA issued a Request for Proposal (RFP) for Building #209 on the Greater Los Angeles Healthcare System (GLAHS), Los Angeles, California. The site tour of the building was held on December 1, 2016. The questions below were received during the site tour and via email (relates to EUL effort for the Building #209): Is the utility to the building independent from VA? Response: Currently, the utilities for the building are tied to the VA system. It is expected that the selected developer will procure its own utilities from the local provider. The timeline will be negotiated during the EUL negotiation process. Is all the content of the building (i.e. furnitures/plates/bed, etc) a part of the EUL process? Response: Unknown at this time. The content of the building can be discussed during the EUL negotiation process. Is there public transportation available near Building 209? Response: Yes, currently VA shuttles pick up tenants/Veterans near the building and take them to the nearest public transportation Is there a garden space for men? Response: No, but we should assist in finding an opportunity for any individual who wants to participate in a certain activities. Currently, a Veteran who wants and likes to take care of the ground is assisting VA with the lawn (i.e. landscape around the building by raking, moving, etc) Will there be any revisions to the requirement of a 15 day turnaround from award to occupancy and an occupancy date no later than 1/1/17? Response: No What is the fair market rental amount that would apply (32 studio, 23 one bedroom units)? Response: The fair market amount that would apply to the tenants is usually based on the HUD standards for the area. Will the inclusion of veteran owned small businesses as a subcontractor also qualify for preference in the review process? Or does the veteran owned business need to be the developer? Response: No. The prime needs to be a Veteran and verified under the VENDOR INFORMATION PAGES (VIP) DATABASE (http://www.VetBiz.gov) Please confirm: The contract as proposed entails operation of the building, possible physical plant modifications (if necessary as it is turn key), assumption of the EUL, and the ongoing provision of on site supportive services? Response: Yes Would the 55 project based HUD VASH case management vouchers associated with the building be procured separately? Response: HUD VASH vouchers have been already allocated for the Building #209. And I assume these case management services would exist in addition to what the supportive housing contractor provides on site? Response: Yes
