- This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this is to gain knowledge of potential qualified sources and their size relative to NAICS 712130, Standard Size $11.0M. Responses will be used by the Government to make appropriate acquisition decisions. Responses are not considered responses to any potential solicitation announcement. Scope of Work Renewal of the National Database of Nursing Quality Indicators Membership (NDNQI) is to assist Central Arkansas Veterans Healthcare System (CAVHS) Patient Care Services with comparing nursing care delivered in the medical center with facilities across the country to include community hospitals, other VA Medical Centers and Magnet designated facilities. The data provided allows CAVHS to compare and improve patient outcomes and nurse satisfaction. All interested firms shall provide the following information: company name, address, point of contact, phone number, email address, capability statement, and business size pursuant to the NAICS Code712130, Standard Size $11.0M. Responses to this notice shall be e-mailed to Jacqueline.Simpson3@va.gov. Telephone responses will not be accepted. Responses must be received in writing no later than Wednesday, December 08, 2016 at 12pm CST. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. STATEMENT OF WORK Central Arkansas Veterans Healthcare System 2017 National Database of Nursing Quality Indicators (NDNQI) Membership 1. Project Title - 2017 National Database of Nursing Quality Indicators Membership 2. Background - The renewal of the NDNQI membership is to assist Central Arkansas Veterans Healthcare System (CAVHS) Patient Care Services compare nursing care delivered in the medical center with facilities across the country to include community hospitals, other V.A. medical centers and Magnet designated facilities. The data provided allows CAVHS to compare and improve patient outcomes and nurse satisfaction. The database collects and evaluates unit-specific nurse-sensitive data from hospitals in the United States. Participating facilities receive unit-level comparative data reports to use for quality improvement purposes. CAVHS has been a member of NDNQI since July 2007. 3. SERVICES 3.1. Data from hospitals participating in the NDNQI Program is aggregated in groups with comparable institutions ( Comparison Data ). VA s data is included in Comparison Data in accordance with NDNQI Program procedures. 3.2. Provide a Clinical and Staffing Measure report that includes information on trends and comparison data. The NDNQI Clinical and Staffing Measures are nursing sensitive metrics that are collected on specific types of hospital units. VA shall complete the Clinical and Staffing Indicator collection process according to NDNQI specifications and submit the data on the NDNQI Database website as set forth in posted timelines. 3.3. Provide annual Registered Nurse (RN) Survey to measure RN satisfaction. Provide RN Survey data reports that include Comparison Data. VA agrees to adhere to posted timelines and procedures for the RN Survey. This includes adhering to the NDNQI RN Survey Coordinator Data Collection Protocol and VA s local Institutional Review Board requirements for human subjects protection. 3.4. Provide assurance of quality standards for data management through established standards of data collection, data reporting, and data security, in order to ensure data integrity and security. 2. GENERAL REQUIREMENTS 2.1 Unit level data are a foundation of NDNQI. Participant hospitals submit indicator data per a predetermined schedule of data entry to NDNQI from eligible nursing care units. Eligibility is determined by the NDNQI Unit Structure, which classifies units by patient population and unit type. 2.2 The National Database of Nursing Quality Indicators ® (NDNQI) was established in 1998 by the American Nurses Association (ANA) in response to ANA s Safety and Quality Initiative. This program was based on the successful implementation of a series of pilot studies conducted by ANA in seven states. Nursing-sensitive measures reflect the structure, process and outcomes of nursing care. Structure is indicated by the supply, skill level and education of nursing staff. Process measures aspects of nursing care such as assessment, intervention, and RN job satisfaction. Patient outcomes are those that improve if there is a greater quantity or quality of nursing care (e.g., pressure ulcers, falls, and IV infiltrations). Participation in all eligible indicators, although not mandatory, is encouraged and included in the membership fee. Hospitals should select indicators that best meet their needs. NDNQI project is managed on a calendar year, from January through December. Each indicator must be collected in accordance with the definitions and standards set forth by NDNQI. Data are entered monthly and NDNQI provides quarterly reports to CAVHS per a predetermined schedule. 2.2 Registration for the annual NDNQI RN Survey is on a limited first-come, first-serve basis. Hospitals that join in the last half of the calendar year may be unable to reserve a survey month for the current year. Survey registration opens in August for the following year. 3. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Data security and integrity are maintained at all times. Facility participation and all data collected by NDNQI are confidential and disclosed to other persons only as specified by the NDNQI Database Agreement. Patient or employee specific information collected by NDNQI complies with the Health Insurance Portability and Accountability Act (HIPAA). Participating hospitals are assigned a randomly generated identification code. Staff at the hospital must use this code to identify the hospital in all communications with NDNQI and to access the CAVHS website. To protect the security of CAVHS data and reports, the code is shared only on a need to know basis within the facility. 4. SCHEDULE FOR DELIVERABLES The NDNQI website is open 24 hours/day, 7 days/week for current quarter data entry. Data must be entered within 45 days of the end of the calendar quarter. 5. TERM OF THE CONTRACT 5.1 Type of Contract: Firm Fixed Price based on facility bed size of 200 299 6. CONTRACT AWARD MEETING The contractor shall not commence performance of the services identified in this SOW until the Contracting Officer (CO) has conducted a post-award conference, or has advised the contractor that a post-award conference has been waived. 7. CONTRACT MODIFICATIONS The Contracting Officer (CO) is the only individual authorized to approve changes or modify any of the requirements under this contract. 8. NURSING RESPONSIBILITIES The Associate Nurse Executive for Operations will have oversight responsibility for data enter as well as assist the Contracting Officer Representative with periodic performance monitoring. CAVHS shall name a NDNQI site coordinator. A current data entry schedule will be downloaded from the website. The schedule is linked in the FAQ section on the NDNQI Homepage at www.nursingquality.org. After a quarterly data entry deadline, data entry for that quarter is not allowed until reports have been posted. If not submitted by the deadline, data for one previous quarter may be submitted retrospectively. These data will be included in the next Quarterly Report. PAYMENT Annual payment shall be made at service commencement. The following information is required on each certified invoice for proper payment identification as well as to expedite the payment process: purchase order number, vendor s name and remittance address, invoice number, date of invoice, description of service, quantity of each item, unit price of each item, total dollar amount of the invoice, discount terms if applicable, name, title, and phone number of person to notify in the event of a defective invoice, and contract number. 10. SECURITY 10.1 Information System Security: NDNQI shall be HIPAA compliant. CAVHS staff undergoes information security training annually. The CAVHS NDNQI site coordinator is responsible for maintaining security of the data entry and reports. A limited number of staff is given access to enter data into the NDNQI system. Each person s access is reviewed quarterly and changes are made when appropriate. Each person receives mandatory education during initial access into the NDNQI system and data entry modules are assigned by staff members area of data entry responsibility. 10.2 Contractor Personnel Security is maintained by the American Nurses Association. a. Background Investigation N/A b. For compliance with HIPAA regulations, each individual record is assigned a computer generated AutoNumber. After the record is saved, the AutoNumber is displayed on the tracking tree along with key information like age and gender. The site coordinator shall maintain a record of these AutoNumbers for reference. CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: The Contractor understands and agrees that confidential information (patients, employee, or facility) must be secured and protected at all times. The Contractor and its personnel shall be held liable in the event a breach of confidentiality occurs as a result of the Contractor or its employees. The deliverables and all associated working papers and other material deemed relevant by the VA which has been generated by the vendor in the performance of this task order are the exclusive property of the U.S. Government and shall be submitted to the CAVHS Site Coordinator. The site coordinator is responsible for maintaining the security of the CAVHS website by determining who is allowed website access within the facility. The site coordinator manages website access from the Site Coordinator Webpage. Data returned via the quarterly reports may not be used in publication. Only data belonging to CAVHS that has been entered into the database may be used for publication or presentation as per the NDNQI Data Agreement.
