Description
Kuwait Wash Rack Operations and Maintenance Notice Type: Synopsis Solicitation Number: W52P1J-17-R-0028 This synopsis is a notification of a tentative requirement for Wash Rack and Rinse Rack Operation Maintenance Services. This requirement will utilize Lowest Price Technically Acceptable (LPTA), Firm Fixed Price informal source selection procedures. The Government anticipates a single award of a base period of one (1) year and four (4) twelve month option periods. This notice does not constitute a request for proposal (RFP); therefore, do not request a copy of the (RFP). Responses to this notification are not quotes on which ACC-RI can issue orders. The NAICS code for this synopsis is 811310. ACC-RI is issuing this synopsis to determine if an adequate number of qualified interested contractors are capable of performing Operation and Maintenance Services for Wash Rack and Rinse rack services to United States Military Forces located within the Kuwait Area of Operation (AOR) to include Sea Port of Debarkation (SPOD), Kuwait Naval Base (KNB), Camp Arifjan, and Camp Buehring. Services to include, but are not limited to: all resources and management necessary to perform Wash Rack and Rinse Rack Operations safely and Operation Maintenance (O&M), labor and material handling operations at military cargo rinse points; emergency repairs to pressure washers, water supply system plumbing; maintenance and operation of Wash Rack Facilities to include pressure washers, repair of damaged equipment, clean up, ordering supplies; inspecting vehicles; preventive maintenance and repairs; clean and remove dirt rubble and debris from holding tanks, pits, separators and trenches; water treatment for Wash Racks, at each facility. A site visit will be scheduled and Contractors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award. No more than two (2) individuals per company may attend the site visit. Prospective offerors interested in attending must contact the point of contact, SSG Allen Springer, via email at allan.f.springer.mil@mail.mil, with courtesy copies to Contracting Officer, lorrie.l.schmidt.civ@mail.mil and Contract Specialist, aaron.s.layne.civ@mail.mil at least 72 hours prior to the date and time of site visit, to arrange for installation access if necessary. Site visit is tentatively scheduled for 09 Jan 2017; this is an estimated date only and may be subject to change. The solicitation will be released to industry on/or about 23 January 2017. Requests for solicitation information will not receive a response. The solicitation shall be issued via the Internet at http://www.fbo.gov. Any changes to the solicitation shall also be posted to the website and is the contractor's responsibility to check this sites daily for any posted changes.
