- Notice of Intent to Sole Source The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to Biomerieux, Inc., 100 Rodolphe St., Durham, NC 27712-9402. Laboratory Department at NMCSD provides clinical diagnostic testing services. Requirement is to purchase Blood Culture Bottles BacT/Alert SA Standard Aerobic, BacT Alert/SN Standard Anaerobic, and BacT/Alert PF Pediatric. The above mentioned bottles manufactured by Biomerieux are the only compatible blood culture bottles available to be used with the Government-owned BacT Alert 3D system. These bottles must be made in polycarbonate material and has triple-layer, gas-impermeable design to maintain the appropriate aerobic or anaerobic environment for microorganism recovery. These BacT/Alert bottles must be up to 2/3 lighter than glass, can adapt to a variety of protocols, enable pneumatic transport without a special container and are shatter-resistant. Biomerieux is the only manufacturer as they utilize proprietary technology and is the sole distributor of these BacT/Alert blood culture bottles. Biomerieux specialized bottles designed for recovery for mycobacteria and helps optimize microorganism recovery for patients who are undergoing antimicrobial therapy. The bottles help eliminate accidental spills and are shatter-resistant. Additionally, the BacT/Alert Culture is FDA-cleared for blood, sterile body fluids, and platelets and can detect 98% of isolates within 72 hours. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 09:00 AM Local Time, 14 December 2016.
