- Sources Sought Announcement for Commercial off the Shelf (COTS) Talent Management Software DESCRIPTION The Department of Navy Director, Acquisition Career Management (DACM) is seeking eligible business firms who are capable of providing a Talent Management software tool or suite of tools to support the assessment of the Department of Navy (DON) Acquisition Workforce Competency. Following that objective is the requirement to identify a software tool or suite of tools that will allow the DACM to identify the Knowledge, Skills, and Abilities (KSAs) of DON employees within the Acquisition Workforce, competency gaps, and manage the training and development of the DON Acquisition Workforce to fill those gaps. The DON desires a capable and agile workforce, and the ability to anticipate and deliver training requirements for this workforce to ensure successful accomplishment of its mission. The intent is to determine if the required product exists in the market place, and if any Small Business Set-Aside opportunities exist. At this time, the place of performance is to be determined. This requirement is for Product Supply Code (PSC) 7030- Information Technology Software under North American Industry Classification System (NAICS) code 541519-This U.S. industry comprises Information Technology Value Added Resellers. An Information Technology Value Added Reseller (ITVAR) provides a total solution to information technology acquisitions by providing multi-vendor hardware and software along with significant value added services. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY; IT IS NOT A REQUEST FOR PROPOSAL. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. This announcement is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a request for proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. Any information submitted by respondents to this technical description is strictly voluntary. BACKGROUND The DON currently uses a number of tools to perform and support the talent management of its workforce. Although each existing tool is capable of performing the talent management functions it was designed to support, even with their collective use, the DON still (a) lacks the ability to reliably or consistently assess workforce proficiency in a particular career field or a domain area within an organization or DON-wide, (b) lacks ability to identify individuals with specific KSAs, (c) check/verify their availability, (d) and properly match them with emergent or new support requirements. DACM is interested in software products and solutions that would enable the DON to perform required talent management functions consistently, reliably, and accurately at individual DON organizations and across the DON. REQUIRED CAPABILITIES Table 1 below captures the primary must-have capabilities for the desired talent management software tool or suite of tools. If the solution is a suite of tools, the components of this tool suite must seamlessly interface with each other to share data and automate the workflow/dataflow required to perform the required talent management functions. The Government envisions a solution that meets the following user and system requirements: Table 1. Required Operational and System Capabilities Requirement ID Description SS-01 Provide ability to create, input and modify competencies - categorized as Knowledge, Skills, and Abilities (KSAs), and associate them with a career field (e.g.: Program Management, Engineering, etc.) and a proficiency level (e.g.: entry, journeyman, expert, etc.) within each career field; ability to associate the KSAs to a job position or job role; ability to associate training options to a KSA. Provide a repository for the competencies and training options, viewable by all users and editable only by authorized users. SS-02 Provide user with ability to select the desired career field(s) and/or proficiency level(s) in a career field, or the desired job position or role, and allow them to perform a self-assessment against the KSAs associated with the selected career fields and proficiency levels or job positions/roles. SS-03 Once the self-assessment is completed, provide user with training options associated with KSAs assessed as competency gaps. Training options selected by the user are automatically captured in a proposed Development Plan customized for that user. The methodology for determining competency gaps is configurable by authorized users. SS-04 Provide ability to capture user's personnel information and completed training information from authoritative Department of Defense (DoD)/Department of Navy (DON) systems such as Defense Civilian Personnel Data System and eDACM and populate user's profile with this information. Provide user with ability to input training completion data for review and approval by designated personnel. SS-05 Provide user with ability to view all available training and development programs, internal to the organization as well as external (DoD/DON) and ability to indicate their interest in participating in those training and development program. SS-06 Provide ability to customize the workflow for management review and validation of completed assessment. Customization of workflow includes identification of individuals involved in the review/validation process, as well as the review methodology. SS-07 Provide ability to customize the workflow for management review and approval of development plans. Customization of workflow includes identification of individuals involved in the review process, as well as the review methodology. SS-08 Provide ability to review, track, and compare training completion status for a selected user or for a customizable group of users. SS-09 Provide ability to identify users with a specified set of KSAs, either self-assessed or validated by designated personnel. SS-10 Provide user with ability view, request approval, and to apply for training opportunities captured in their Development Plan. SS-11 Provide ability to support training management actions and workflow. Workflow management actions may include and not limited to: request, approve/reject, and register for training. Provide ability to input and view reviews of training courses. In the training request, provide ability to input training cost and funding source. Provide ability to generate reports on data attributes relating to training. SS-12 Provide user with ability to indicate desire to participate in the organization's mentoring program, either as a mentee, mentor, or both. Provide mentor with ability to provide a summary of their qualifications as well as characteristics of desired mentees. Provide mentees with ability to provide a summary of their qualifications, as well as ability to specify the desired characteristics in potential mentors. Provide mentee with ability to view potential mentors with characteristics matching those specified as desired by mentee. Provide mentor with ability to view potential mentees with characteristics matching those specified as desired by mentor. Provide mentoring workflow management capability - ability to select and request acceptance from mentee/mentor, to accept/decline request from mentee/mentor, to generate mentoring agreement between mentee and mentor - a mentor can have multiple mentees and a mentee can also have more than one mentor, to maintain status of the mentoring agreement (pending, accepted/declined, active, terminated), and to document and track status of actions to be performed by mentee/mentor. Provide ability to generate reports on data attributes relating to mentoring agreements and the participants. SS-13 Provide ability to import user profile information from external authoritative data sources. If user profile information is not imported from external systems, provide user with ability to input and save user profile information. User profile information may include and not limited to: education, degrees and certifications, work experience, training completed, future training desired/requested/approved/enrolled. Provide ability to generate reports on data attributes relating to user profile information. SS-14 Provide ability to generate reports, and customize the reports depending on available data attributes (originated or imported through interfaces with external systems). Provide ability to specify and save report templates. Reports can be generated for an individual user, a work unit, a collection of work units, or for any customized grouping of users. SS-15 Provide ability to provide trend analysis on available data attributes (originated or imported through interfaces with external systems.) SS-16 Provide ability to designate and grant individual users authority for access to specified data as well as capabilities. SS-17 System can support DOD CAC login, able to validate software complies with DoD Information Assurance Vulnerability Management (IAVM) program, received necessary DoD/DON approval/accreditation for storage of Personally Identifiable Information data, and be able to maintain the approval/accreditation. If currently not approved/accredited by DoD/DON, be able to provide a Plan of Actions and Milestones on attaining approval/accreditation. SS-18 System response time for any user-initiated action is less than or equal to 10 seconds. SS-19 System can function within all Navy and Marine Corps network domains and on all Navy supported platforms (e.g. all supported versions of Windows Operating Systems, Internet Explorer, Chrome, Firefox, Safari, etc.) SS-20 System can support a minimum of 60,000 users and up to 200,000 users, and can support a minimum of 2000 concurrent users. SS-21 Provide licensing cost information for 60,000 and 200,000 users, and annual maintenance/renewal cost for these licenses. Provide annual helpdesk support cost for these users. If there are multiple tiers for helpdesk support, provide the cost associated with the different tiers. SUBMISSION DETAILS Interested vendors are requested to submit a capability statement (no more than ten (10) 8.5 X 11 inch pages, font no smaller than 10 point) outlining their ability to meet or exceed this potential requirement no later than 4:00 pm (Eastern Standard Time), 09 January 2017. Documentation should be in bullet format and all responses shall include Company Name, Company Address, Company Business Size, and Point-of-Contact (POC) including name, phone number, FAX number, and email address. The capability statement package shall be sent by to email to Kristin.nelson@navy.mil. No questions or comments regarding this notice will be accepted and no phone calls will be accepted or returned.
