- This Sources Sought/Request for Information (RFI) is being issued in accordance with Federal Acquisition Regulation Part 10, Market Research. It is for information, planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the National Institute of Standards and Technology (NIST). Purpose The purpose of this Sources Sought Notice/RFI is to determine the availability and capability of qualified small businesses (including Small Business Administration Certified 8(a) companies; firms in Historically Underutilized Business Zones (HUBZone); Service-Disabled Veteran-Owned small businesses; and Women-Owned small businesses). NIST welcomes responses from all interested parties. The following proposed contract action is for soliciting interest in a single award Requirements contract. The contract will be awarded as firm-fixed-price with a base and four one-year option years for repairs to HVAC equipment belonging to the NIST campus, Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. This procurement will result in the award of one Firm Fixed Price Requirements contract, awarded to a single contractor. The NAICS Code is 32710. NIST is seeking a capable machine shop/HVAC contractor to provide the services noted below on the NIST Gaithersburg, MD Campus. The following capacity and experience as listed below: 1. The repair of all sizes and types of pumps, commercial air handling systems, and exhaust fans, experience shall be in a Federal, State, or commercial facility to include: a. Replicate and manufacture parts to repair HVAC equipment b. Fan shaft machining and replacement c. Fan scroll repair and replacement d. Fan balancing e. Fan housing repair f. Fan bearing and pulley replacement g. Pump rebuild and balancing 2. The contractor shall have machining experience repairing HVAC equipment in the last three years with a minimum of two projects with a project cost between $10k and $50k. 3. The contractor shall have experience in vibration analysis, machinery balancing and fabrication of component parts; shafts, pulleys, bearings etc. All work shall be in compliance with Federal, State, and Local requirements, as well as the current editions of the International Building Code (IBC), American Society of Civil Engineers Standard 7 - Minimum Design Loads for Buildings and Other Structures (ASCE 7), and Factory Mutual (FM) Design Standards and Performance Requirements. Sources Sought Response Requirements Responses to this notice shall be limited to five pages shall not exceed 5 pages and shall be emailed to Maliaka Pinkney, maliaka.pinkney@nist.gov, Teresa Harris, teresa.harris@nist.gov and Sandra Smith, sandra.smith@nist.gov. Interested, capable HVAC Machine Shop contractors shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: 1. A capability statement in response to the company ability to perform the above requirements. 2. Name of Company, Address, contact person's name, telephone number, and email address; 3. Company Size (please specify as Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; 4. Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; 5. Describe project experience and past performance with similar types of requirements, scope and magnitude as described in items 1., 2., and 3. above. Include a contract number, owner, project name and address, and contract funded amount. 6. Written confirmation of registration in SAM (www.sam.gov). Offerors should be registered to be considered as a source NOTE: Identify and clearly mark any proprietary processes or data. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the outcome of the NIST's review of the information received. Additionally, NIST does not intend to hold discussions concerning this RFI with any interested parties. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. However, NIST reserves the right to contact one or more of the respondents if additional information is required or to request demonstrations. Responses to this announcement will not be returned, nor will there be any ensuing discussions or debriefings of any responses. However, information obtained as a result of this announcement may be reflected in the subsequent solicitation if issued. This announcement is Government market research and may result in revisions in both its requirements and its acquisition strategy based on industry responses.
