DRAFT WSTARS_CRS_TO1 DRAFT WSTARS - Section M DRAFT WSTARS - Section L DRAFT WSTARS_CRS_Base Contract The Department of the Army is inviting potential bidders and other interested parties to review and comment on draft documents for WIDEBAND SATELLITE COMMUNICATIONS (SATCOM) TREND ANALYSIS AND ANOMALY RESOLUTION SUBSYSTEM/WIDEBAND SATCOM OPERATIONS MANAGEMENT SYSTEM (WSOMS) MEDIATED INTEROPERABILITY INFRASTRUCTURE (WSTARS/WMII) IDIQ CONTRACT prior to issuance of any formal solicitation. The Government may incorporate into the final version any information or comment resulting from this request that is determined to be useful. ---------------------------------------- OBJECTIVE ---------------------------------------- The purpose of this request is to gain industry feedback of the DRAFT documents in order to: 1. Improve the understanding of Government requirements and industry capabilities, 2. Allow potential offerors to judge whether or how they can satisfy the Government's requirements, 3. Enhance the Government's ability to obtain quality services at reasonable prices, and 4. Increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. ---------------------------------------- INFORMATION SOUGHT ---------------------------------------- The Government considers this draft CRS and Sections L&M to be a major element for successful execution of a possible future requirement. While, the Government is not constraining interested parties on which aspects of the Draft CRS and Sections L&M that they may provide comments on, the Government is requesting that interested parties pay particular attention to the following items: 1. Based on industry experience of similar contracts are the required tasks and performance objectives consistent with this type of requirement or are there additional objectives that the Government could address to ensure optimal performance of the contract? 2. Are there any additional information interested parties would require from in terms of accurately sizing/estimating workload? 3. Are there any areas where interested parties believe a potential risk exists or will present itself by fulfilling the terms of the CRS? 4. Is there any area within the CRS and/or Sections L&M where interested parties believe the Government has failed to adequately set forth the stated requirements in a clear and unambiguous manner? 5. Is there any area within the CRS and/or Sections L&M that appears unduly burdensome to either the Government or the Contractor towards the goal of achieving superior contractor performance? 6. The Government intends to use the standard Army subcontracting goals of SB 23%, SDB 5%, WOSB 5%, Hubzone 3%, VOSB 5% and SDVOSB 3% unless responses to this notice are received with rational for something different. ---------------------------------------- RESPONSES ---------------------------------------- Respondents are requested to submit one (1) electronic copy of the response to trisha.m.mariman.civ@mail.mil and Amanda.k.struve.civ@mil.mil. All responses and/or questions are due by 1200 Central Standard Time on December 19, 2016. Responses should be in Microsoft Word for Office 2000 compatible format. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned.
