- This is PRE-SOLICITATION NOTICE The US Department of Veteran Affairs Medical Center, Minneapolis, MN, hereinafter referred to as MVAHCS. The NAICS code assigned to this procurement will be 561320 with a size standard of $27.5 million. The VA intends to award a firm, fixed price, commercial services contract. The solicitation will contain requirements for a 6 month base year contract, with a 6 month option. Service is anticipated to begin on April 1, 2017, however, is subject to completion of the credentialing process. The solicitation is scheduled to be issued on or about December 14, 2016 and will be issued via FedBizOpps Electronic Posting System at http://www.fedbizopps.gov. The Minneapolis VA Health Care System (MVAHCS) requires contractual services of 3 FTE Surgical Technicians. 1.1. Staff/Facility 1.1.1. Certification: Certified Surgical Technicians are preferred, but not required. 1.1.2. Board Certification: Reserved 1.1.3. Credentialing and Privileging: Reserved 1.1.4. Technical Proficiency: Contractor s personnel must have successfully completed and graduated from an accredited Surgical Technician program and must have a minimum of one (1) year of recent experience. Contractor s personnel shall be technically proficient in the skills necessary to fulfill the government s requirements, including the ability to speak, understand, read and write English fluently. Contractor shall provide documents upon request of the CO/COR to verify current and ongoing competency, skills, certification and/or licensure related to the provision of care, treatment and/or services performed. Contractor shall provide verifiable evidence of all educational and training experiences including any gaps in educational history for all contractor s personnel and contractor s personnel shall be responsible for abiding by the Facility's Medical Staff By-Laws, rules, and regulations (referenced herein) that govern medical staff behavior. 1.1.5. Continuing Medical Education (CME)/ Certified Education Unit (CEU) Requirements: Contractor shall provide the COR copies of current CMEs as required or requested by the VAMC. Contractor s personnel registered or certified by national/medical associations shall continue to meet the minimum standards for CME to remain current. Contractor shall report CME hours to the credentials office for tracking. These documents are required for both privileging and re-privileging. Failure to provide shall result in loss of privileges for contract personnel. 1.1.6. Training (BLS, CPRS and VA MANDATORY): Contractor shall meet all VA educational requirements and mandatory course requirements defined herein; all training must be completed by the contractor s personnel, as required by the VA. 1.1.6.1. BLS: It is policy of this medical center that all contract and subcontracted personnel to be employed under this contract must have Basic Life Support (BLS) certified unless a waiver has been granted by a Patient Service Line (PSL) Director. The contractor s BLS certifications must be sent to the COR. Failure to provide proof of certification to the COR may impact the contract personnel qualifications under this requirement. No services will be provided by any contract personnel prior to obtaining approval by the VA Medical Center Professional Standards Board, Clinical Executive Board and the Director. 1.1.6.2. Privacy Training: Contractor and their sub-contractor employees assigned to work under the contract are required to receive annual training on patient privacy as established by HIPPA statutes. Training must meet VHA s and the Department of Health and Human Services (HHS) standards for privacy of individually identifiable health information. Contractor shall provide documented proof of training to the Contracting Officer s Representative (COR) for all employees assigned work and/or having access to protected health information annually. 1.1.6.3. Rules of Behavior for Automated Information Systems: Contractor and their sub-contractor employees having access to VA information systems are required to annually read and sign the Rules of Behavior statement which outlines rules of behavior for use of VA automated information systems. The Contracting Officer s Representative (COR) will provide the contractor, the Minneapolis VAHCS facility Information Security Officer (ISO), the Rules of Behavior. 1.1.6.4. VA Cyber Security Awareness Training: Contractor and their sub-contractor employees assigned to work under the contract are required to annually receive and document completion of VA training on Cyber Security. Contractor shall provide annually documented proof of training to the COR for all employees assigned work under this contract. 1.1.6.5. Contractor personnel must complete all annual VA education training requirements in the VA s on-line training system, known as the Talent Management System (TMS). The COR will instruct contractor s personnel in the use of TMS. Contractor personnel assigned to provide services for the Minneapolis VAHCS must have completed CPRS, Privacy, Security, Ethics and Fire Prevention training before performing any patient care. As the VA routinely reviews and updates policies and procedures covering contractor computer access, security requirements may change during the term of this contract and new policies and procedures may be implemented unilaterally during the term of this agreement. 1.1.6.6. Standard Personnel Testing (PPD, etc.): Contractor shall provide proof of the following tests for personnel within five (5) calendar days after contract award and prior to the first duty shift to the COR and Contracting Officer. Tests shall be current within the past year. 1.1.7.1. TUBERCULOSIS TESTING: Contractor shall provide proof of a negative reaction to PPD testing for all contractors personnel. A negative chest radiographic report for active tuberculosis shall be provided in cases of positive PPD results. The PPD test shall be repeated annually. 1.1.7.2. RUBELLA TESTING: Contractor shall provide proof of immunization for all contractors personnel for measles, mumps, rubella or a rubella titer of 1.8 or greater. If the titer is less than 1.8, a rubella immunization shall be administered with follow-up documentation to the COR. 1.1.7.3. OSHA REGULATION CONCERNING OCCUPATIONAL EXPOSURE TO BLOODBORNE PATHOGENS: Contractor shall provide generic self-study training for all contractors personnel; provide their own Hepatitis B vaccination series at no cost to the VA if they elect to receive it; maintain an exposure determination and control plan; maintain required records; and ensure that proper follow-up evaluation is provided following an exposure incident. The VAMC shall notify the contractor of any significant communicable disease exposures as appropriate. Contractor shall adhere to current CDC/HICPAC Guideline for Infection Control in health care personnel ( as published in American Journal for Infection Control- AJIC 1998; 26:289-354 http://www.cdc.gov/hicpac/pdf/InfectControl98.pdf) for disease control. Contractor shall provide follow up documentation of clearance to return to the workplace prior to their return. Questions regarding this solicitation must be in writing.
