- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institutes of Health (NIH), Clinical Center (CC); Office of Purchasing and Contracts (OPC), intends to solicit and negotiate on a sole source basis and award a contract for a one year (2017) institutional site membership to the American Hospital Associations Databases to the American Hospital Association (AHA). The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (1) - only one source reasonably available NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 813920 with a Size Standard of $15 million. REGULATORY AUTHORITY This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($150,000). STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplifeid Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The American Hospital Association is the only source available to provide this service that meets mission critical requirements. GENERAL INFORMATION 1. Title: Clinical Center American Hospital Association Institutional Membership 2. Background Information: The Clinical Center at the National Institutes of Health (NIH) in Bethesda, Maryland, is the nation's largest hospital devoted entirely to clinical research. It is a national resource that makes it possible to rapidly translate scientific observations and laboratory discoveries into new approaches for diagnosing, treating, and preventing disease. Approximately 1,500 studies are in progress at the NIH Clinical Center. Most are Phase I and Phase II clinical trials. The Clinical Center promotes translational research -- that is, the transference of scientific laboratory research into applications that benefit patient health and medical care. The "bench-to-bedside" approach adopted in 1953 locates patient care units in close proximity to cutting-edge laboratories doing related research. This facilitates interaction and collaboration among clinicians and researchers. Most important, patients and families in the Clinical Center benefit from the cutting-edge technologies and research and the compassionate care that are the signature of the NIH. It is important that the needs of the hospital are heard and addressed on national health policy development, legislative and regulatory debates, and judicial matters. 3. Purpose or Objective: The purpose of this purchase order is to provide the NIH Clinical Center with institutional membership in the American Hospital Association so that it is well informed on legislative and regulatory changes as they occur and that the vendor serves as a representative for hospitals, health systems, and other related organizations that are committed to health improvement. 4. Period of Performance: January 1, 2016 through December 31, 2017 CONTRACTOR REQUIREMENTS (SCOPE OF WORK) To inform the Clinical Center on legislative, regulatory and judiciary changes that effect the health environment and where members will be able to attend meetings regarding the development of policy as it pertains to the health environment and regulations the surround the health environment. CLOSING STATEMENT This notice of intent to award is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, cost-price proposal, the period of performance, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
