Description
Product J&A Product Description The Army Contracting Command - Redstone Arsenal (ACC-RSA) under the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, and Federal Acquisition Regulations (FAR) 6.302-1 entitled, Only one responsible source and no other supplies or services will satisfy agency requirements quote mark, as supplemented with additional information included in this notice, this announcement constitutes the only solicitation; any offers will be considered; however, it is the Government's intent to award a sole-source purchase order to Mathworks. In accordance with FAR 6.302-1, the Government intends to award a sole source contract for services to the Aviation and Missile Research, Development, and Engineering Center (AMRDEC), Software Engineering Directorate (SED). The Missile Defense Agency (MDA) Targets and Countermeasures (TC) Program, requires MATLAB Software as well as a collection of specific toolboxes to support the design, development, testing and analysis of upcoming missions within the Targets IV&V laboratory. The selection of toolboxes and toolsets identified in this request directly match those being used by the mission's Prime in order to match exact revisions and behavior identified by the Prime. Licenses for the Control toolkit as well as the Power Systems are vital for the accurate reproduction of hardware behavior without having to maintain a physical target(s) within our facility. Our Prime has utilized Mathworks software, thus SED must replicate the configuration in order to adequately analyze and investigate data within our independent verification and validation (IV&V) environment. SED has used and continues to use MATLAB within our lab, but the specific add-ons and tools identified within this request are specific to the mission, hardware, and Prime requirements. These tools exclusively tie back to software and support material developed, maintained and tested by the Prime and as such are the only options that the Targets IV&V team can utilize. Without this license, our current MATLAB resources do not possess the required tool base to analyze Power Systems data, the control behavior and accomplish the desired verification and validation for the MDA Targets and Countermeasures Program Office. Failure to obtain these MATLAB software items will significantly impact the planned mission verification and validation effort for missions supporting MDA Targets Readiness. Delivery date 15 JAN 17. The Contractor shall furnish all personnel, equipment, labor, tools, materials, supervision, transportation and other items and services necessary to perform product related configuring services in support of configuration and data management processes for the Aviation and Missile Research, Development, and Engineering Center (AMRDEC), Software Engineering Directorate (SED), Redstone Arsenal, AL. The following provisions apply to this acquisition: 52.204-7, SAM 52.204-9, Personal Identity Verification of Contractor Personnel 52.212-1, Instructions to Offerors - Commercial. The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. 52.222-26, Equal Opportunity 52.222-50, Combat Trafficking in Persons 52.223-18, Texting While Driving 52.232-1, Payments 52.239-1, Privacy or Security Safeguards 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability and price. Award will be made to the lowest price technically acceptable offer. This solicitation is issued as a Request for Quote (RFQ). In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
