- PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and the Office of Research and Development (ORD), National Health and Environmental Effects Research Laboratory (NHEERL), Mid-Continent Ecology Division (MED). The EPA/ORD/NHEERL/MED is performing research on methodically challenging chemicals, such as high molecular weight brominated flame-retardants, chlorinated paraffins and other low aqueous solubility nonionic organic chemicals. The U.S. EPA has a requirement for an Q Exactive GC Orbitrap GC-MS/MS System and three days of on-site training on the Q Exactive GC Orbitrap GC-MS/MS System. This procurement includes a trade-in of the U.S. EPA ¿s Thermo Scientific - DFS High Resolution GC/MS (Serial Number: 03085M). The GC-MS/MS system must meet the following minimum requirements to meet Agency needs: General The mass spectrometer must not need liquid cooling The mass spectrometer must be a bench top system, not floor standing On-Line Uninterruptible Power System with Built-in Power Conditioner 6kVA power conditioner with Uninterruptible Power System (UPS) with minimum battery runtime of 6-8 minutes at full load. System must provide electrical power and proper electrical outlets for all components of the GC-MS/MS system. Performance - Specifications Sensitivity EI Full MS: - 1 ¿L of 100 fg/ ¿L octafluoronaphthalene (OFN) will produce a minimum signal-to-noise of 10,000:1 at a minimum resolution of 50,000 (FWHM) and a mass error of less than 1 part per million (ppm) while scanning from m/z 50 to m/z 300. - 1 ¿L of 10 fg/ ¿L octafluoronaphthalene (OFN) will produce a minimum signal-to-noise of 1,000:1 - The area precision of eight sequential injections of 1 ¿L, 10 fg/ ¿L OFN will result in an instrument detection limit (IDL) of 6 fg or less (OFN) derived at the 99% confidence level. PCI Full MS: - 1 ¿L of 10 pg/ ¿L benzophenone (BZP) will produce a minimum signal-to-noise of 150:1 while scanning from m/z 80 to m/z 230. Mass Resolution - The mass spectrometer must have a maximum resolution of at least 100,000 (FWHM) at m/z 272 for all scan modes and both polarities. Mass Accuracy - The mass spectrometer must provide mass accuracies of less than 3 ppm RMS with external calibration over 24 h and without any kind of mass recalibration (under defined conditions) - The mass spectrometer must provide mass accuracies of less than 1 ppm RMS with internal calibration (under defined conditions) Dynamic Range - The mass spectrometer must have a dynamic range of greater than 5000:1 within one spectrum (single transient acquisition) Mass range - The mass spectrometer must operate in the mass range of 50-3000 Da Polarity Switching - The mass spectrometer must be capable of switching between positive and negative chemical ionization during successive scans. Scan Functions - The mass spectrometer must be capable of Full MS, SIM and MS/MS experiments - The mass spectrometer must be capable of Timed SIM and Timed MS/MS experiments, where SIM or MS/MS events with different time windows are allowed to overlap in time. - The mass spectrometer must be capable of data-dependent MS/MS experiments, where MS/MS events are scheduled on-the-fly during the acquisition by the instrument firmware based on fullscan or SIM data being acquired. - The mass spectrometer must have Automatic Gain Control (AGC) to automatically control ion injection time for optimized ion current across the entire chromatographic peak - The instrument must have a Predictive AGC algorithm to determine the ion injection time without carrying out a prescan event to increase the instrument scan speed. Optional Application Specific Software - The mass spectrometer must support Xcalibur instrument control and data processing software including Qual, Quanbrowser, batch acquisition and NIST library search tools - The mass spectrometer must support TraceFinder quantitative and unknowns analysis software - The mass spectrometer must support SIEVE differential analysis software - The mass spectrometer must support Mass Frontier spectral interpretation and classification software Hardware Ion Source - The mass spectrometer must include sources capable of electron ionization, positive ion chemical ionization and negative ion chemical ionization. - The user of the mass spectrometer must be able to remove all MS parts that require routine cleaning without venting manifold. - The mass spectrometer must be able to change from a dedicated electron ionization source to a dedicated chemical ionization source within two minutes without venting manifold. Ion Optics and Mass Analyzer - The mass spectrometer must have a 90 ° bent square RF only quadrupole device with axial field for most robust operation and highest transmission - The mass spectrometer must have a quadrupole capable of isolating masses at a 0.4 Da width. - The mass spectrometer must utilize Higher Collision Dissociation (HCD) for generating MS/MS fragment spectra. - The mass spectrometer must have a gas filled C-Trap as intermediate storage device to mass analyzer - The mass spectrometer must have an electrostatic orbital trap as its mass analyzing device Vacuum System - The mass spectrometer must have a differentially-pumped vacuum system with pressure lower than 1x10-9 mBar in the analyzer region Data System The minimum configuration on the data system: - 3.4 GHz Processor - 16 GB 1600 MHz DDR3 RAM - 2 TB hard drive storage Gas Chromatograph Injectors - SSL W/BKF INJECTOR MODULE o Instantaneously Connected-Split/Splitless with Backflush Injector module, - complete injector with integrated electronic gas control (IEC) featuring constant Flow and Pressure modes, programmable Flow and Pressure modes, Leak check and Column Evaluation; - Injector can operate as standard Split/splitless or reversing carrier gas flow direction in the inlet, venting from the split line possible ¿undesired ¿ analytes; - Max T = 400 °C; split ratio up to 12500:1; - Control of split flow in 1mL/min from 0 to 1250 mL/min; - Purge flow from 0 to 50 ml/min (electronic control); - Suitable for all capillary columns (50 ¿m to 530 ¿m id); - Large Volume splitless injection up to 50 uL using specific liners and pre-column; - Compatible with 1/8" and 1/16" packed column (using adapters); - Supports P&T/TD/by special adapter; - Compatible with Merlin Microseal ® septum - PTV W/BKF INJECTOR MODULE o Instantaneously Connected PTV with Backflush Injector module, - complete injector with integrated electronic gas control (IEC) featuring constant Flow and Pressure modes, programmable Flow and Pressure modes, Leak check and Column Evaluation; - Injector can operate as standard PTV or reversing the carrier gas flow direction in the inlet, venting from the split line possible "undesired" analytes; - Support Constant or Programmed Temperature with a T ramp up to 870 °C/min (up to 3 ramps); - Max T = 450 °C; Injector is equipped with air cooling fan able to cool down to few degrees above ambient Temperature; - Capable of sub-ambient operations: down to -100 °C with liquid N2 (optional kit required) and -50 °C with CO2 (optional kit required); - Split ratio up to 12500:1; - Control of split flow in 1mL/min from 0 to 1250 mL/min; - Purge flow from 0 to 50 ml/min (electronic control); Suitable for all capillary columns (50 ¿m to 530 ¿m id); - Supports Large Volume injection and On Column (TPOC) using special liner; - compatible Merlin Microseal ® septum. Oven -Oven Temperature o Operating temperature range: ambient + 3 °C to 450 °C o Operating temperature range with liquid N2 Cryo: -100 °C to 450 °C o Operating temperature range with CO2 Cryo: -50 °C to 450 °C -Oven Performance o Number of ramps/plateaus: 32/33 o Maximum heating rate: 125 °C/min o Oven cool-down (22 °C ambient): 450 °C to 50 °C in <4 min -GC Analytical Performance o Retention time repeatability: <0.0008 min o Peak area repeatability: <0.5 % RSD o Pressure set points minimum increments: 0.01 kPa-0.001 psi in all ranges Autosampler -TriPlus RSH autosampler o Basic TriPlus RSH for liquid and Headspace injections with standard X length. It is completed with liquid syringe tool and 2x10ul syringes, a standard washing station with 5x10ml vials, incubation oven with 6 vials heating positions and agitator; headspace syringe tool and 2x2.5ml syringes. Autosampler includes two tray holders: first with 3 trays for 54 vials/tray for a total capacity of 162 vials of 2 ml. Second with a tray for 60 vials of 10/20 ml with a total capacity 60 vials o RSH AUTOMATIC TOOL CHANGE STATION o SPME SYRINGE FIBER TOOL o RSH SPME FIBER COND STATION o RSH HAND-HELD TERMINAL Training Three days of on-site training for the Q Exactive GC Orbitrap GC-MS/MS System Additional Software Copy of GC-MS/MS software for offline data processing THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm that believes it is capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
